SUBJECT : Information on IDEALIST Program for
Briefing Dr. Kissinger
1. Attached is a short extract of information which I believe is
pertinent to the question you asked relative to the value of the IDEALIST
collection effort. It is very difficult for us to assess this except in
indirect terms and I have therefore tried to point out the capability
of the vehicle and the uniqueness of the information it can collect.
The assessment of the evaluation must be an indirect one, such as the
continued levying of requirements for collection on the project and
the approval of its continuation by the President.
2. The second attachment is a breakout of the personnel directly
associated with Project IDEALIST who are located at our one overseas
field station.
. The third attachment is a copy of the justification we prepared
for the 303 Committee at the time that it was anticipated that the
Director would ask the 303 Committee for recommendation to the
President. This was in the latter part of December 1969.
