Dear General Donovan,
I have been a member of the Chinese Customs Servioe
for 28 years. On sty return fres China on the "Gripshole last
August, I was met by Dr. Price, 088, who suggested thst I night
join 066, and Arranged for no to see Mr. Megh Wilson. In
assassin the possibility of joining 088. I told Mr. Wilson
that, if I should do so, it would have to be with the proviso
that, if the Chinese Government instructed as to return to Mina,
I should be oompelled to resign from 068. I joined 088 in
Ootober and the State Department requested the Chinese Government
to release as for temporary duty with the Amerioan Government.
I was informed yesterday by Dr. T.V. Soong, Chinese
Foreign Minister. that Dr. H.H. Kung. Minister of Finance, had
cabled and requested as to return to Chungking as soon as possible.
I have, of ()curse, oonsulted the officials in the Far
astern Division of the State Department, and they consider that
I ought to return to my post in the Chinese Customs. I have
explained to Mr. lUghes th oirounstanoes beak of ny recall to
China, and he was good enough to say that he agreed with my decision
to return.
It is now necessary, therefore, for as to ask the
Office of Strategic Services to aeoept my resignation. The
Chinese Governmest wishes as to leave for Chungking at the earliest
possible moment, but before suggesting a date on which my resignation
shall booms effeetive. I Antend, of course, to 'moult Mr. Higbee,
Mr. Shepardson, Mr. Allan and Mr. Hallman in order to arrive at ?
mutually eonvenient arrangement. In any ?ass. I shall have to have

My dear Generals
In talking to Whitney Shepardson on the telephone this
morning, I asked him to talk to you before your depar-
ture about Lester Little and his set-up in China. You
may recall that at the time of Little's resignation
from OBS to go to China as Inspector General of Customs,
I took him ovur to the St Regis to sfte you. He stated
then that if any means could be found whereby he and his
organization could be of servioe he was most desirous of
cooperating.
I am very much in hopes that when you aro in the Far East
you may find it possible to talk to Little and explore
this possibility with him further. I am taking the
liberty of calling this to your attention through Whitney
and by this nota because the present Far East SI staff in
Watihington, with the exception of Allman. came into the
organization after Little had left and therefore knows
nothing about him personally or his present set up.

Bureau of Foreign and Domestic Commerce, and DSC. CAA and
CAB have ample staffs for the compilation of data on domestic
operations but there is duplication of effort between the
other sections as to the collection of international data
and the staff for this purpose is far from adequate.
There is no arrangement for the publication of non-
confidential data and it is difficult for other agencloo to
know Just whom to contact to obtain any specific 1,iece of
information.
Outside the Department of Commerce the following
agencies collect information: State (IN,HA), War (A2,02),
Navy (0)41, r Intelligenoe), Office of Strategic Services,
BICW, Coordinator of Inter-American Affairs, Lend Lease,
Library of Congrems, Post Office, Maritime Commission and
many others. Much of the material gathered by these organi-
zations is transmitted to the Department of Commerce but
arrangements for transmission should be expanded and improved.
Little has been done by any branch of government in
tapping invaluable private sources of air transport informa-
tion such as the industry, managements of foreign airlines,
foreign pawners, to.

If interested government agencies are to be properly
serviced and if a sufficient body of air transport data - par-
ticularly ieter-national is to be built up in time to be of

with adequate funds.
Suoh an agency should be located in a permanent
government Department as it will be performing a permanent
and not an emergency function.

ment of Commerce Which is charged with the supervision of
civil aviation and which already has a vast amount or such
information on file.

Department of Commerce and all pertinent basic data now

The increased importance of air transportation to
the war effort has resulted in a great increase in the vol-
ume of studies and research being carried out by the various
agencies of government on problems involving at least some
phase of air transportation. ilanning for the peace con-
ference and for postwar reconstruction will involve a further
great increase in such work.
Besides State, War, Navy, and Commerce, such in-
portant new agencies as BEW, WEB, and the Office of Strategic
Services are actively interested !Ln air transportation. In
order to carry out their studies efficiently, these al:Acne/es
require much basic data - operational, financial, 10E41, and
historical - on international and domestic air transportatior.
The specific information needed may cover a multi-
tude of subjects. For instance, the BEW desires data on the
airport facilities in the Far East. The Cargo flane Committee
of the War Iroduction Board desires information on commodi-
ties now being carried by air. Defense Supplies Corporstion
desires data as to the air trararort subsidy policy of
Argentina. rhe State Department desires informatior as to
the financial:. success of local airline operatlons in Gua-
temala. The Office of Strategic Services wishes to obtain
information as to the existing airline network in Africa.
Every month there are hundreds of similar demands for in-
formation needed to pre.,-)are important studies.

All of this information is available in the variote
agencies of government or can be obtained from foreign
sources by Insoperly trained personnel. However, it la so
scattered and so badly organised that it is difficult to
obtain. As a result many government agencies are in effect
forced to service themselves in obtaining information. The
result ls duplication of effort and unnesessary delay.
Existing arrangements for the performance of the
technical function of collection of basic statistics and
other factual data - particularly in the foreign and U. S.
international air transport field are unsatisfactory.
By far the larzest share of the informativn is
located within the Department of Cormerce which appears to
be the logical agency in which to centralise the colledtion
of such data. However, there are four pieces within the
Department where such information is collected; CAA, CAP

You will remember that last August I discussed with you
the possibility of making Lissitzynys services available for our
work in the Office of Air Transport Information, which was estab-
lished at that time within the Department of Commerce. Since that
time the Office has made considerable progress as I beliave your
representative on the Advisory Committee, Dr. Lewis, will confirm.
We continue, however, to be very much pressed for personnel, par-
ticularly as the Director of the Office, kr. VanZandt, is now re-
quired to spend part of his time on another very high priority
project.
You mentioned in August that it might be possible to re-
examine the matter of Dr. Lissitzynts status within six months and
see if it might be possible to spare him on a temporary or permanent
basis at that time. : an wondering if it would be too much trouble
for you to look into tnP matter as I am sure he could do enormously
useful work for us. InCdentally, I believe that we can justify
the salary of $4,630 Dr. Lissitzyn, as compared with the 00800
which he is now receix .ag, although it is not pertinent to the
question of his transfer, as far as the interest of the government
Is concerned.
