Dear General Donovan:
I would like to take this opportunity to
express to you my great appreciation for the excellent
services rendered by the 03S Detachment attaahed to
the Seventh Army during the psst year.
As you know, durinK the planning phase for
our landing in Southern France, we were kept informed
of the enemy's strength and activities by the ex-
oellent agent's your mon had placed there. Subsequently,
during the advance from the beaches to the Vosges
Vountains, the OSS teams performed unusual and daring
penetration missions. In the final phases of the
war, from the breach of the Siegfried Line to the
final collapse in Bsivaria, the detachment performed
outstanding intelligence service by penetration of
the German lines, afoot and by parachute, thereby
oupplying timely and important information to the
Seventh krmy.
I have always been impressed with the
superior men that you provided us and, although I
did not become involved in the details of their
operation, Colonel ;Alinn, my G-2, was constantly
ninging their praises for their fine attitude and
determination to produce.
You have every reason to feel proud of the
eccomplishments of the detachment that served the
Seventh Army and I assure you that I will ever be
appreciative of their finA work.

On 4 November 1943, the Committee on Civil Affairs Studies
was creat,-d for tne purpose of determining what publicstions,
studies, handbooks and guides should be published for use by
Civil Affairs Officers in areas to be occupied or liberated as
a result of military operations. That committee has had a
membersnip representing the Office of Strategic Services, the
Foreign Sconomie Administration, Department of State, the Office
of Foreign Agricultural Relations, Department of Agriculture,
the Provost Marshal General's Office, and the Civil Affairs
Jivision, r.,epartment special Staffs
The committee has conducted its activities from 22 November
1943 until !_t was dissolved on 4 September 1945. During that
period of time, civil affairs guides relating to all of the areas
occupied or liberated in urope and Japan have oeen prepared
under tne directton and control of the committee. These guides
have proved to be a most valuable aid to the planning for civil
affairs and military government activities and in the operation
of those activities in the field.
This letter is written to express my personal appreciation
for the splendid service and excellent, cooperation rendered by
the members of your staff who participated in the preparation or
civil affairs guides. I know this work to have been a most
important factor contributing to the success of military govern?

1. A letter has just been received from 2d Lt Dean Bommans id of tho
OSS Outpost presently on duty at this station, that decislon ham reeehod
by your agency to terminate the Outpost. Upon occasion of the doper wet of
the Unit, I rish to express nvy. appreciation for the fine work which they have
done while stationed here.
2. Since the Outpost was established here on 1 February 1945 at UM'
request of tha Director, Civil Affairs Division, War Department, Special.31m/4

1. Compagy "A" 2671st Special Reconnatasanoe Battalion Separate
Oravisionel) has been engaged in operations againet the enemy' first
in Corsica and adjacent islands and subsequently in Italy during the
?eriod. from 15th September 1943 until the surrender of the enemy forces
in My 1945. These operation* oonsisted for the most part in dropping
unifOrnedOffioers and enlisted men by parachute deep behind enemy
lines in areas of strategic importance. Their mission to worded
Italian Partisan and resistance groups and to organise them, arrange
for their supply of arse and olothing by parachute drops and thou to
lead them in operations against the enemy forces as directed by radio
by he zpeciel Operations Section of G-3 of these headquarters. In
all 20 Off ioers and 118 enlisted men of this Company have beecipaxa,..
ohysted behind the lines many of than remaining there for several months.
The role of the Italian partisans in supplementing the operations of
the Allied, Armies in Italy has beau a most important one. her
attacks on enemy supgyAines, dumps, oonvuys amd,similar tar ipte dada*
the fall of 1944. and winter of 1945 were a oonstant and serious harassing
problem for the enema. Duri4g the final offensive in April And May 1945
the Pmrtisens under instructions of these headquerters attacked in full
force and caused great damagesto enemy installations, troop 001210711. Sail
other targets and were successful in blocking mew of the estop. routes.
The Partisans liberated mkny important cities and teens and succe3SfUL4,
prevented the enemy from destroying public utilities and industrisl
stallations.
2. The task of the men of this Cope Ay WMa difficult one as thqy
mere oonstantly pursued and harried by the enemy forces. With the boo-
ledge that if captured, they probably would be tortured and eamouted
the enemy these men volunteered for these extra...hazardous missions. The
ovtstanding success of partisan operation/On the areas *more *swop men
operated, and the excellent inteliigence as to enemy dispositions receive&
=AL in large measure due to the presence of these men and their lenderihi,
of Eertisan formations.

express to you my great appreciation for the eximilent
services rendered by the OSS Detachment attaehod to
the Seventh Army during the past year.
As you know, during the planning phase for
our landing in Southern France, me were kept informed
of the enemy's strength and activities by the ex-
cellent agents your men had placed there. Subsequently',
during the advance from the beaches to the Vosges
Mountains, the 08S teams performed unusual and daring
penetration missions. In the final phases of the
war, front the breach of the Siegfried Line to the
final collapse in Bavaria, the detachment performed
outstanding intelligence service by penetration of
the German lines, afoot and by parachute, thereby
supplying timely and important information to the
Seventh Army.
I have always been impressed with the
superior men that you provided us and, although I
did not become involved in the details of their
operation, Colonel Quinn, my G-2, vas constantly
singing their praises for their fine attitude and
determination to produce.
You have every reason to feel proud of the
accomplishments of the detachment that served the
Seventh Army and I assure you that I will ever be
appreciative of their fine work.

With the imminent close of EOU, I should like to
take the opportunity of expressing through you my
appreciation and that of the men here for the help
given this joint OSS-FEA (cum USSTAF, from time to time)
shop by R. & A./Washington. This help hs been forth
coming throughout the target period and during the term
of our work on behalf of the Reparations Commission.
Most si.Anificant to me has been the early OSS
recognition of the fact that a shop located outside of
Washington might well be doing something unlike but
quite as important as that being done at home. This
fact --- seemingly self-evident --- appears to be one
which many Washington offices find extremely difficult
to comprehend, even more difficult to tolerate.

1. A letter has just been received from 2d Lt Dean
Bowman, Chief of the OSS Outpost presently on duty at this
station, that decision has been reached by your agency to
terminate the Outpost. Upon occasion of the departure of the
Unit, I wish to express my appreciation for the fine work
which they have done while stationed here.
2. Since the Outpost was established here on 1 Feb
ruary 1945 at the request of the Director, Civil Affairs
Division, War Department, Special Staff, Major General
Hilldring, it has furnished services of a very high order.
This Unit has worked mainly with the Military Goverment
Planning and Research Section, and has furnished the bulk
of the source material used by that section in the prepara-
tion of the prefectural manuals covering each of the forty
six (46) prefectures of Japan; the preparation of the tech-
nical manual, The Administration of Ja anese Publja.an4L,P71
vate Finance; and many other drafts of plans, di:rime-its and
technical bulletins for use in Japan. It has also assisted
in editing the prefectural manuals prepared by that section.
Furthermore, its services in the printing and furnishing of
special maps has been of inestimable value, The preparation
of the set of maps for each of the prefectural manuals has
been a major undertaking in itself. Since this cartogreptk
work has not been completed, the delay in closing cut that
section is appreciated.
3. In particular, I wish to commend the wor of 2d
Lt J. J. Joseph and his successor, 2(1 lot 'Dean Bowaian for
their energetic and able performance of duty as

Colonel cross sent to se the other day the wrist
watch regarding which we spoke and told se that this Ma
a joint present from yourself and Colonel Canfield. it
is really far too good of you to give me this but at the
same time I must frankly say that I do very much appreciate
it as a token of cur common work and-Fammon aims during the
last year. On the termination of Supreme Headquarters I
wrote to General Donovan a letter expressing my personal
appreciation and admiration for the work of 0.5.5., both in
Africa and in Europe. This 7123 a genuine tribute to a very
great organisation and to some very fire people in it. r
think I can say quite honestly that both at 4..10.H.Q. and
'.S.S. never failed to assist us and to provide

The docaments and passes which were enclosed with your
memo of June 12 are a great addition to our stock of Japanese'
documents. 0,.ir supply ie woefully small at the moment. le
were particularly pleased with the metal badge which you sent
us, since that is the first Japanese doeument we have received
of the type. In Europe passes to places of emplGyment were verr
numerous and although we assumed the same to be true in Japanese
territory, this is our first tangible proof.
The travel permit issued to Mr. Merwin is of less interest
than the docaments of Dr. Scott because it is less recent, how.
ever, since we are building a historical file as well as an
operational one we are very glad to receive it. We fortisee for
example the necessity of proving that a man in Africa had been
in China in 19.38. Such a pass tucked way some where in his,
belongings would go far to substantiate such a contention.

to make simple sketches of Eoeryang (Kainei) and Chongju (Solan),

and such buildings as hospitals, and the like. IW have no naps of
these places at present. The Joshin report, 0-7591/4, has also arrived.

This is to acknowledge receipt of the Survey of Foreign
Experts studies on the Austrian Police and the Austrian ju-
diciary. The Police study is valuable because of the names
and addresses which are supplied. These can be utilized by
Biographical Records. As expected, it contains a good many
bones, but not enough meat.
The study on the Austrian Judiciary is very valuable,

formation on cinema and printing equipment in the
Balkan countries which your people so kindly provided.
Allow me to pass on their gratitude.
They have made one query and that is exactly
how you define the term "linotype press." They say
it is an expression not used by their people in Cairo,
and would like to know whether you are referring to a
linotype settinL: machine or a flatbed press. Is it
putting your people to too great trouble to ask thaa
to elucidate tids term?
