I enclose a copy of a letter from Mr. Cheston relative
to my promotion.
As you know, it is the same old "brush off".
AS I explained t/ you over a year ago, the Promotion
Board at the Marine Corps told me that it would be easy enough
to obtain this promotion if you personally would intercede.
You did, but unfortunately inoluded young Tom Holoomb's name
with mine. Holcomb had only been In grade about four months.
The commandant turned us both down.
You put Holoomb up two months later, and he made it.
However, I would appreciate it 7ery much if you forgot
the whole matter. I do not now oar tion I did
resent somewhat Mr. Cheston's brushing me off the way he did.

You may recall, and if you do not, you could tar Colonel
Donovan, that Harold A. Jones tried to get a Majority in the
Corps; that the Marine Corps advised the Secretary that the beet
thing be. offer would be a First Lieutenancy.
I wired Harold, and later talked with him on the telephone in
Los Angeles. He advised me that he had. discussed the whole subject
with Colonel Wheeler, Assistant to the Director of Marine Corpn Re-
serve, and that while ordinarily the rank would have to be First
Lieutenant, nevertheless, he had been advised that where an applicant
is to be assigned to special duties, the rale may be rescinded, and
the application for a higher rank approved, if recommended by Secliav.11
If it is particularly desired, (and. I understand it is) that Har-
old be placed in a specialists position under the Coordinator of In-
formation, may I suggest that you cause a communication to be written
for Colonel Donovan's signature, setting out that desire and urging
that the particular instance comes within the exception to the rule,
and again request the desired action.
