The U.I.S. estimate of uerman battle losses is
based on the use of standard daily hospital admission

to get average daily admissions, and the result is

The number of men killed it action and missing is de-
rived by the use of standard ratios of killed, etc., to

Inasmuch as 141,6. specifically mentions the necessity

La order to keep this newly aroused morale oprntivp.
The validity of my assumption that a large number
of Germans secretly or unmneciously hoped that the
democracies mould save them might be questioned. From
a psychological point of view the answer is relatively
stapie. The German propagandists have always shown nn
waxing insight con4orning the secret hopes aid fears
of their people. If they were net reasonably suru tl'at
this expectation existed at the present time tho woeld
not take such pains to point up our inability to copc
with this danger. From a pure "Strength through fenr"
point of view It would be to their advantage to play up
