This project is a profoura modificatIon of oUr present
concepts of the functions of SI and R&A, The pieingiple.seems
to be that if raw petroleum is good and 100 octane gasolivio-is
good their mixture is?botksr., I start with the conviction that
SI deals in raw secret idiVormation while R&A Uses this ilia
material as one or many contributions to the fund of inf(mmation
from which it builds studies.
SI and R&A have distinct functidns. Each organization
can improve itself: SI by getting more specialized persornel on
its reporting boards; and RSA assuming responsibility for
improving SI ray material by prompt and critical evaluaticne.
Not only do I believe that this integration of personnel
on the reporting board level will not work--R&A will engulf SI
or SI will engulf R4A--but the effects mill be destructive, of the
spirit of clandestine operations and will divert RSA from its own
function.
It is true that as the field of combat intelligcnce
narrows SI teuds to revert to political and economic reporting.
This is all right but it should be restricted to clandestine
sources. So long as R&A personnel is abroad it should have the
primary mission of collecting such information as is openly
available* There is no harm in including surplus SI personnel,
if competent, on MA teams but the resulting reports should be
R&A material. A bit of overlap in the colleotion of information
is not serious but the reporting board is not the place fcr its
ultimate processing*
This project in effect creates a wholly new intelligence
entity which is neither SI nor R&A. It is quite different from
the ideas I formed of it after the exposition of Major Coclidge
in Pariao
I recommend that SIRA be not authorized* Instead I
suggest that you instruct SI to consider the modification' of
the reporting board along the lines recommended in Memorardum
to the Director from Colonel Porgan, Committee Chairman, dated
