Arrangements have been made with SIS for a joint
holding house close to an airport, when such airport has been
selected.
The question of the despatch and pick-up of agents
by helicopters has been postponed until the arrival of General
Doolittle.
c. Operations Seatiga
The Operations Desk has selected a large number of
strategic points in France which may be centers for Sussex
operations, and has classified them from the points of view of
transport and communications. Many of the points selected coin-
cide vita taose selected by tne Britisb., which aas facilitated
the _reparation.
A plan is under considtration to use Switzerland as a
bast for transmitting and receiving intelligence from the French
resistance groups.
Work continues in the vreparation for the two labor
representatives to depart for their posts.

The Yreehold property is now in a position to handle
any classes and visitors that may have occasion to be there.
Lt. Allen has been assigned as Commanding Officer;
Lt. Sinclair as Senior Instructor.

December for eighteen SI staff members and others who came as
lecturers or visitors.
The French have become extremely active in the train-
ing program, and have been sending down visitors to the school
to help out with lectures on the various aspects of the various
underground activities.

Work has begun on the preliminary plans for supplies
and personnel for both mobile intelligence training units.
Onder discussion, also, are our plans for the Noreegian-Sussex
project, Labor project, and a Special Training project for 1-2
students.

The work of this Division will be coordinated with

Search continues for personnel with battle order exper-
ience or to be trained in order of battle work.
. An effort is being made to practice economy in dissem-
inations, with a view to raising the quality of reports. The
first step taken is to eliminate material which has only remote
interest for the consuming agencies. Conversations are being
held with the proper officers of the OB section of G-2, R & A,
UI6? for the purpose of reviewing the items of Immediate inter-
est to those agencies. Major Barnes of the OB section of G-2
v.as expressed his appreciation of the value of SI intelligence
to his Section, and has offered to provide a weekly criticism
and comnentary on OB intelligence. Commendations have also
been received from Captain Kindleborger of R & A and Captain
Simon* of A-2.

this period. A radio set has been obtained for Commander
Gravoson's inspection and a set has be= forwArded to the

States, Poland, and Danmark.

We have received a set of technical documents,
which are being translated. They should be of value to the

The Reception Center is ready to open and two offi-
cers of the station complement are available for duty. Major
Cheever has been appointed Chief Instructor for both British

55 Jedburgh leaders are in training. A basic direc-
tive defining the role of Jedburghs on D-Day is in process of
preparation by representatives of the Western European and
Planning Sections of SOB/SO for submission to Brig. Mockler-
Ferryman and Col. Haskell.
60 Jedburgh W/T operators arriving at the end of the
month. Will be shipped directly to the W/T school at Henley.

The Westfield Mission is still held up, awaiting
signal from 444.
B. Scandinavian Sgpol
Arrangements have been made with SOB to house the
Norwegian CC's (11 officers and 83 enlisted.men) which have
arrived. They are temporarily living at one of the lodgings
belonging to SOB. It is hoped that our own training lodges
will be ready for occupation by the middle of January.
P. 5tarrs
Plans are being perfected for a combined staff school
for the British S.F. Staffs and American SO Staffs beginning
17th January and for combined maneuvers in the field in February.
G. Air Ooeratigga
Ten air crews are now ready for operations and six
more crews will be assigned as soon as available. Three air-
craft are already available for operations, eight more have
been modified and are reedy for delivery within the next two
days and twelve are standing by for delivery to the depot for
modification. There are 41 enlisted men to be recruited in
ETC and 263 coming from OSS Washington. Work on the Packing
Station is scneduled to conmence on January 3. A house has
been acquired and a list of the necessary furnishings has been
submitted. The house and packing station will be ready for
activity by February 1st.

tives of SOB and representatives of SO whereby SOB will furnish

Owing to unfavorable weather conditions, operations
for the December moon period have had to be postponed. One
' agent of the Western European Section has returned after suc-
cessfully completing his mission in the field.

It is anticipated that some of the circuits will be
operated before the first of the year. the antenna masts are
completed. The Scandinavian circuits will be taken over immed-
iately.
Several of our officers have been performing duties
at Stations 53 A and B, actually operating these circuits.
Sufficient personnel is on hand to cover full opera-
tions and the plan is to take over a few circuits at a time, to
permit us to feel our way. It is anticipated that there will
be no difficulties in connection with taking over our communi-
cation commitments for this station.
B.

Progress is slow. All possible means are being used
to meet the target date and we expect to be well into the in-
stallation of the radio gear sreund the first of the year. If
it should become necessary to operate before construction is
completed, creparations nave been aada to carry on with the
mobile anc portable apparatus which are on hand.
C. Mobile Unitt
Officers and crews have been designated from personnel
recently arrived. Permission is being requested to attach our
special force signal detachment to the First Army. The units
to handle SI and X2 traffic are being formed at Station Victor
and will be sent to the First Army with SF Detachment.

The addition of six personnel and two telecrypton
machines has improved the situation a great deal. In general,
the total strength up to date is 24 officers and 183 enlisted

V. YIRLD PHOTOGRAPH'S BRANCH
As a general order has been issued by the British Gov-
ernment banning photographic equipment to the armed forces,
the following arrangements have been made which will permit
the Field Photographic units to continue their works
1. A. monthly quota of film and paper is to be
established.
2. Field Photographic will take over the requisi-
tioning of all supplies required by R & A Photograph
Project and other branches using photographic equipment.
3. An officer has been despatched to the U.S. to
establish a monthly supply channel.
Arrangements have been made to attach a camera unit to
tke invasion forces under Admiral Stark.
The Iceland Coastal Command Unit has been recalled* due
to certain conditions. A second unit has departed for the
coastal command station at Gibraltar, and will travel to
Uorocco and the Azores on a project.
The project for taking ultra-highspeed pictures of sow
explosives, in Yorkshire, is completed.
All important documents from the other branches in London
are being microfilmed and stored in a safe place, in view of
the possibility of a London blitz.
Two crews are being despatched to the Cairo mission.
The crow attached to the Experimental Detachment G-2
Fifth Army in Italy has returned.
A nufalwir of 01.35 films have been collected, to be shown
along with training films, taking in the European 1114t.i;r b7
both the British and American Armies.
The Reproduction Branch has executed 44 missions during
the period.
The Projection Room was opened on the 17th Decembgr.
The list of the films available has been circulated to the
various Brmches, and the room has been in constant demand
since its oorning.

Routine and useful liaison has been maintained
with the Csech, Dutch, Belgian, Luxembourg, and Polish
Intelligence Services, fron which a large number of reports
have been received.

Liaison with UAL continues satisfactorily, and
a large volume of reports is being received. Nine spot news

we will receive from the British large-seals maps of the
principal French cities and a very useful map of the electric
power *Grid' system in France.

Work: was completed on the Sussex Plan, which
was presented as mentioned above, and a schedule of activities
for the Sussex Aobile 714,14 Unit and the ground transportation
were arranged. Plans were made for securing supplies and,
equipment for the units when actually in the field.

At the end of the month eighteen students
were in training for Sussex activities, with the expootation
that additional French candidates would arrive from North
Africa.
X1-2 and the Cit See tion of BMAL have been
requested for biographical records of pro- and anti-United
Nations individuals in metropolitan France, whish information
will fore part of the general study being executed for this
area,

other plans are under way for more immediate operations.
Two staff members of the Section have
attended courses on contemporary conditions in Trance which
were given by French officers now attached to BRAL.

Colonel Miller has been of considerable value to the branch,
especially in the field of planning and the coordination of

the Sussex Plan and the long-range work for the whole theater.
The arrival of General Cool:let has been of great help
and coincides with an indication that the French may be able
to furnish the required number of personnel for the Sussex
Plan during November and December.

With a total personnel of eleven, the Registry
is aow better staffed than it has ever been, but the
volume of work continues its steady increase and the
Registry is also receiving additional Aemande, from the
other OBS branches, with the result that additional staff
will soon be required.

At a meeting on October 300 attended by General
Sir Marshall Cornwall, Sir Claude Dansey, Colonel West-
macott, General Cachet, Colonel Passey, Colonel Bruce, and
Eajor Maddox, the tripartite character of the Sussex Plan
was formally established and stops were taken to tighten
and speed up the work under way.
The Desk has established contact with the opera-
tions and training personnel or Broadway who are assigned
to the Plan. The staff has been acquired, and the necessary
maps and guides of France have Nom secured.
K. Traintag
1. General
Legal delays regarding the lease for training
quarters has held up the training. Eowever, staff courses
have taken place over the weekends of October 9, 16, and 30.
Inspection has been made of a new property for a
training school for Sussex recruits. It has been inspected
by the French and ourselves. It should be ready for the
first course on Nnvenber 8.
In the meantime, personnel from our office is
receiving training with the British, both in formal schools
and in special weekend courses.
2. Selection of Agents
The first Selection Board was held for Sussex
agents over the weekend of October 22. Of the thirteen
candidates, eleven were approved. They represent men of
high caliber, and promise to turn out as efficient agents.

Contacts with Yugoslav nationals is being main-
tained, also with Polish and Czechoslovak nationals.
Through the Polish, contacts have developed with Hungarians,
Rumanians, and Bulgarians.
5. Italy/Albania
Because of increased activities in this area, ar-
rangements have been rade to report by cable to Washington,
Algiers, and Cairo. Assistance is being given to the 1.2
Branch in connection sitth a list of Italian personalities
which is being prepared?also to the Office of War
Information on certain information desired from Italian
SQUITes.
I. Labor Section
1. General
Throughout the month a series of meetings,
luncheons, and discussions have taken place with
representatives of the various international labor or-
ganizations. As a result, a plan has been submitted for
work with underground groups in Sudetenland, Poland, and
Hungary. Also, a plan to establish channels of communica-
tion into Germany through the French CGT has been con-
sidered and approved.
2. France
Progress has been made in preparing the two
agents tc proceed to France.
3. Belgium
It is understood that an agent is en route from

Final security ailproval has been secured on two
representatives of the ITT who, it is hoped, can be

interest of qualitzAdve analysis, we are attempting
through liaison with the British to hold meetings where
reports are discussed, as well as the technicue of

Intelligence organisations, and other matters affecting
reliability. Also, much thought is being given to the
question of evaluation of the reliability of our own
agents' reports.
K. AXlied Intilliaence Services Liaison
1. Norwegian
Considerable material is now being received, much
of which is of interest to ONI. Several reports turned
out to be of great value and, as a result, Lt. Kitchen of
ONI has attempted to establish closer liaison with the
Branch.
2. Dutch
The pre:a-dee of Dr. van Nook and General Dyxhoorn
In London gave us an opportunity to discuss questions of
Dutch intelligence, and to obtain their collaboration both
in securing information and in projected operations.
With Dr. van )took, '5e are keeping abreast on Far astern
developments.
3. Belgian
Contact is being maintained with several members
of the Belgian Service, and we are now receiving W/T
reports from that area.
4. French
Relationship with this source is becoming more
frequent and regular, and arrangement has been made for
a gmtp of c.)s officers to inspect the Dissemination Office
of the French Intelligence.
Since October 1, W/T reports from Francs and a
new series from the Balkans have yielded a nulber of spot
intelligence cables for Algiers, Cairo, and Washington.

British Arum education program in Scotland. His subject
has been talks on "America and Americans," using a large
map supplied by OWI and some excellent illustrations.
His talks are followed by questions Which indicate that
great interest is shown in American life among the British
troops. His experience on this lecture tour gives him a
very good opinion of the British men in service toward
matters American.

plane production estimates is a continuing project.
III. PSYCHOLOGICAL WARFi.RE OPERATIONS?SO BRANCH
A. Generia
The proposal to attach SO Staff Sections to 0-3
Army Group and Army Headquarters has been approved by the
Chief of Staff, ETOUSA.
It is agreed that the Signals Detachments for
Army Headquarters proposed and submitted to A.C. of S.
0-2 and 0-3, While adequate for SO, are not sufficient
for the requirements of other branches. It was therefore
agreed that additional facilities would be necessary to
cover the needs of OBS branches which may be represented
at Army Headquarters.
The request to transport supplies by air to
resistance groups and to establish a packing station has
been approved by the Commanding General, ETOUSA.
B. Scandinavian Sectign
Four members of the 444 Mission are completing
their training and will be ready to depart on November 15.
It is hoped that the Chief of Mission will proceed not
later than November 7.
The three S.C. boats have left Base II on their
way north.
A paper has been prepared and submitted to the
Commanding General requesting transportation to England
of a group of Danish-speaking operatives who are being
recruited in Washington.
C. Western Euro ection
This section has been strengthened by the
arrival of an officer who will be assigned to the French
Desk.

arrangements for their reception worked satisfactorily.
It is not expected that they 'ball be heard from in
some time.
At the request of two agents who have been in
the field for some time, thirteen containers have been
despatched, which included money and all types of
supplies.
Negotiations are continuing concerning the
despatch of certain liaison missions to ?ranee. These
will be sent in cooperation with the British and French
services.
D. Air Operations Sectioq
The Commanding General, ETOUSA, instructed the
Eighth Air Force to furnish OSS one squadron (twelve) of
B.24 aircraft to be made immediately available, and
another squadron approximately December 1.
A joint meeting was held at Bovington between
the RAF, the United States Eighth Air Force, and OSE
representatives to further plans coordinating joint
operations.
The aircraft assigned are in the pronesR of
being converted as the crews are being trained for OBS
activities. It is expected that some sorties will be
made during the November moon period. Before this time,
it is anticipated that proper communications between
London, the packing station, and the airdrome will have
been arranged.
E.
The Commanding General, ETOUSA, has approved the
organization and training of the thirty-five first line

Br. Rae Smith has proceeded to Washington to
collaborate with MO Branch headquarters on the question
of personnel recruitment and equipment for MO operations
in the thseter.
Staff is being telt up which will supervise the
conduct of psychological warfare in this theater. As
soon as this staff is set up, it is the intention to
proceed to specific plans for MO operations, either
independently or as part of a joint effort with PWB,
which was so successful in the North Arriean campaign.

A crew is on loan, operating under the directi,n
of Colonel Frank Capra, at Woollacombs, for the purpose
of making a film depicting the western approaches to
Europe, the obstacles to be encountered, and our counter-
measures for each one of these obstacles.
The Coastal Command has decided to produce a
series of pictures, each ono covering a phase of the
work done by the Coastal Cofand, and also a picture
covering anti-submarine operations.
The SI Branch has requested a film depicting
the method of despatching agents.
The Communications Branch film has been
assembled in chronological order, and we are awaiting
the completion of the final station in order to finish
the film.
It has been decided to send the Uediterranean
film to Washington for final assembly, due to the shortage
of personnel in this theater. Our agreement with the
Admiralty demands that they shall have any portions of
this film which will be suitable for training purposes.
The Reproduction Division has accomplished fifty
commissions during the month.
Lt. Juran is still on his assignment with the
North African Photo Reconnaissance Group.
In order to be certain that our field ph,;;togra,hcrz
can accompany airborne missions, it was decided that each

A. Anna
Tests are still being carried on in Colonel
Pickard's laboratory on the most modern types of com-
munications equipment. Lt. Commander Simpson has joined
in the discussions and has been of much assistance in
informing us or the latest davelopments. He will leave
some samples for our examination and experimentation.
It is noted that the British are giving con-
sideration to the thought of postwar use and disposition
of radio facilities now being used for communicating with
clandestine stations.
In view of this fact, it right be well if OSS
would develop a plan for the postwar use of the equipment
which we are now installing and which will be in the field
or territories about to be liberated.

This station, as it nears completion, has been
visited by the Chief Signals Officer, ETO, Deputy Signals
Officer, and many 06$ officers. It is expected that a
construction battalion crew will be assigned toward the
completion of the antennae on or about November 8. The
majority of the material required for the final construc-
tion is already on the site. It is estimated that
finishing touches will be completed by the first of
December. Under the present schedule, until the arrival
of personnel the station will be unable to operate, since
the staff is insufficient to take over the Scandinavian
commitment. It mty be necessary to borrow perronnel to
handle these operations, as the station is comitted to
take over the northern schedules on December 1. It is
hoped, however, that the arrival of OBS personnel can be
accelerated so that this will not be necessary.
Steps are being taken to obtain coding machines
for use between Station Charles ane London!. preliminary
to the establishment of the station message center.

Pending official authorization, we are going ahead
with G-2 and the British in three-way conversations.
Further conversations with the British have clari-
fied the training plans and the sch-,ols should get under
way by 1 October, SI to provide certain instructors,
agents, and equipment. Recruiting will take place in
the United States and North Africa, and the problem of
securing recruits from American Army units in England
is being studied.
While giving full consideration to the planning
and organization of the military phase of $I work
immediately ahead, it is also necessary to keep under
consideration the long range as concerns Germany and
Central Europe. The building up of a section in this
Branch for the planning of this work is a primary
responsibility.

Although faced by many problems of Jurisdiction,
policy, and liaison, progress is being made and certain
agreements have been reached in tentative form. It
is recognisable that, being based an English soil, the
British will wish to hold the dominating position,
which hampers and restricts our activities at present.
Attention should be directed toward a coming
stage of work in which an American service need no
longer be dependent upon ftgland as a base. It is to
be noted, however, that information secured from vie
SOU1046 inspired an R.A.F. raid on an experimental
plant in Germany.

The French chief desires to deal with Wily one
American agency, 33A. the Secret Service. anit-that
his information will be available to other United
States a3encies through this.
The chief of this service has offered to take
over to ?ranee an Si observer to report on general
political and economic conditions.
It is clear that the good will of this organiza-
tion will be of increasing importance in the work ahead
and especially after the establishment of an American
bridgehead.
SI London has never been able to lend any material
assistance to him, but it is hoped that this situation
can be rectified. It is necessary to keep close con-
nection and coordination with SI policies in Algiers
and London, both of which 41re under the jurisdiction
of tha French Chit. A transmitter ror Algiers has
been cleared with London and Washington and is now
being handled by the Cnmmuni^ations section.
This service continues to make available the
greatest volume of information of any secret intelli-
gence agency in London. In the month of August this
will run to 7,000 single-spaced mimeographed pages,
not counting special maps and photographs. An arrange-

first batch of these was received on 31 August.
Norwegian Services
Plans are under discussion for us to cover certain
vital arrangements in Norway which are not covered by
the British.
The Norwegian "En office has furnished materials,
including a ninety-page report listing the entire
personnel of the Quisling party officials. An arrange-
ment has been completed for the microfilming of the
Norwegian index files of disloyal people in Norway.
Some of the materials received from Washington
have been delivered to the Norwegian service, but the
remainder have been withhold temporarily, pending other
developments. Several of the Ninox cameras are actually
being used be agents in Norway. The microfilming of
cross indexes is proceeding.

political crisis and general conditions in Jugoslavia,
some items of ihich were passed on to Ambassador

Steps are being taken to provide contact with
his representative in Istanbul. A request has been
made for the establishment of Polish representation

Frequent conversations are held with the chief of
the Belgian Intelligence Service and we are receiving
copies of the Belgian Intelligence reports. These
are of considerable length, but much of it is out of
date.
Labor Affairs
1. France
Discussions are continuing with SOB and French
labor on further implementation of plans, and a message
has been dispatched to France for this purpose. A
French representative has gone to Algiers for the CGT
along with one of our men who is returning there.
French underground papers have been received and dis-
patched.
Meetings have been held with the trade union
leaders in London to discuss plans for the dispatch
of a mission into that country.

Air Operations
This particular section is awaiting action by
our tir Corps as to aircraft and the 'unfreeze" in
order to recruit personnel.

resistance group--100). The above policy is to be

Request has been made to acquire property
within twelve miles of London to be used ,s a recep-
tion center for agent personnel arriving in the

Progress on stations "Chries" and "Victor"
is satisfactory in spite of the difficulties in
securirg scarce materials.
Station "Charles!" strength will be four
officers, twenty-nine ratings.
Station "Victor's" strength is expected to
be eight officers, ninety-five enlisted men.
Two civilians have reported for duty and will
be assigned to the Victor station message center.
With new officers and civilian personnel picking
up these dutlAts, the pressure un the message center

of the Anglo-American brain trust. They were much
impressed with the willingness of British troops to
discuss freely and fairly the problems of Anglo-
American cooperation. Work is in progress to
assemble the mass of material secured from 0-2,
PWE, OWI, ONI, and FCC on psychological warfare, and
to make this available in the London Office so it
will be of real value to the Theater Commander.
Two tasks absorb much time: (1) Research into
fundamental factors affecting German policy. (2)
Research on German civil service. Both tasks are
connected with the Basic Handbook for Germany.
Liaison has been established with Mr. Gifford,
Commercial Secretary of the British Embassy in
Russia, no present in London, who has agreed to
discuss any phases of Soviet economy which we may
wish to take up with him.
Estimates of the number of locomotives and freight
cars in free U.S.S.R. have been made, at the request
of Washington.
Reports on the various automobile factories in
Russia have been made at the request of washington.
A report on Brittany has been prep red--alsoa
report on the punishments inflicted by French and
German courts during 1942 and 1943.

The Reproduction Section has been transferred
to this Branch and all photographic endeavors, with
the exception of the microfilming effort at Oxford,
are being consolidated in the interest of economy.
Factual and photographic material has been
secured from Ireland and a report to the Navy will
be made for Admiral Stark and Admiral King. Liaison
has been established with the Office of Science
Research and Developaient for the photographing and
compilation of film reports of new weapons.
The =Aerial secured in the Mediterranean is
in the "rough cut* stage. The commentary is now
being written and will be edited by the Office of
'liar Information and the British Ministry before
final narration and scoring of the picture is
attempted.
