The purpose of this memorandum is to convey the Directorate of Intelligence position on standards for the federally promulgated standard of transmittal of textual data. We believe SGML (Structured Generalized Markup Language) is a critical element in the development ' and implementation of electronic document management systems within the Agency. Accordingly, it is recommended that SGML compatibility be a requirement in recapitalization efforts that are planned or underway in P&PG. 2. Federal Information Processing Standard (FIBS) 152 requires that all Federal agencies specify ISO 8879 SGML when developing or acquiring text processing systems. Specifically, "conformance to this standard should be considered whether SGML systems are developed internally, acquired as part of an ADP procurement, acquired by separate procurement, used under an ASP leasing agreement, or specified for use in contracts for programming services."' 3. The main objective of the SGML FIBS is to make electronic documents independent of any specific hardware or software. Adopting SGML as a standard permits the interchange of documents between different government agencies and across diverse systems. Also, documents created now in SGML format can be used in the future, even as hardware and software evolves and changes. 4. We strongly recommend that the Directorate for Planning and Coordination adopt SGML as an Agency standard. It is critical to the Directorate of Intelligence's mission to create and maintain - electronic document management systems and disseminate them on new publishing media such as compact disc (CD-ROM). In addition, we expect that SGML will play a key role in the agency's ability to exploit open source materials as they become available from around the world.
