A record of understanding of the number of FBIS pages allowed in the daily books is in order. 2.G 4 Going to the memo of agreement signed in November 196 between PSD and Seely/FBIS, the number of pages allowed in the daily publications was 340. This figure included covers and table of contents. During FY 1967 (about March 1967) the DD/S directed that FBIS should be allowed an additional 35 pages to be put in the books. At this time it became necessary to divide the FE Book, creating the Communist China Book. This meant that six books were to be published daily with a total of 375 pages including covers and table of contents pages, with no one book exceeding 96 pages in size. At a later date, October 1967, FBIS desired to implement action which would eliminate the publication of the FDD daily reports and include the type of material formerly published in the FDD reports in the FBIS daily publi- cations. FBIS estimated the average number of pages published daily in the FDD reports at between 140 and 150 pages per day. Should this switch be allowed FBIS estimated that the number of pages going into the FBIS daily reports would be somewhat less than the pages printed in the FDD publications. As a beginner, they wanted to switch 10 pages from the Latin American FDD publication to the Latin American FBIS book. PSD agreed to do this and a little later (January 1968) agreed with the consolidation of publications provided the White Book could be held to a maximum of 76 pages, printed on the day shift, and distributed one day In arrears. It was also established that there could be no increase in total pages beyond the 376 plus X number of pages switched from the FDD books (X pages to be less than 140 - 150). At this time, a seventh FBIS book was created from the Eastern European Book called the Soviet Union. 3. FBIS felt requirements were such that they still needed more pages in the books to accommodate their monitored materials. PSD's position was that further increases could be allowed at such time as additional slots and personnel could be allocated to the project. PSD stated that with five additional people, FBIS could increase all present daily publications to the maximum of 96 pages each. With PSD's acquisi- tion of three WAE employees in June 1968, Dr. Proctor, Deputy DWI, was informed that commencing 8 July 1968, PSD could produce additional pages. Dr.' Proctor subsequently advised PSD that he desired the capability to produce an additional 6o pages per day in the daily reports but that it was not his intention to have an additional 60 pages published every day. It is hoped that with the increase in the nuiiber of pages printed in the daily publi- cations, a substantial reductio in the number of supplements can be attained. L5.
