REMARKS -
Attached for your signature is a memo to the Director
ofiNPIC and to the Chief, COMIREX, asking them to 'set up
briefings for Ray Tagge on overhead photography. Film
from these programs constitutes one of the largest
collections at the Records Center=-one that will be
growing substantially:in the next few years.,
As you will iee the note explains that Tagge needs to
appraise this collection, so that a determination can be /
made about whether it is temporary or permanent. If it is
appraised as permanent, then our storage problem at the
Center becomes more critical and we may have to seek
Community assistance at some point. The DDA has asked us
to get this determination from NARS and these briefingg' ,

SUBJECT: Briefing on Overhead Photography Film Collection for the
National Archives and Records Service
1. During the 1976 review of Agency records control schedules by the
National Archives and Records Service (NARS), the appraisal of original
negative film files of overhead photography was deferred for five years.
The record copy of this film is maintained by the National Photographic
Interpretation Center (NPIC) for the Intelligence Community (IC). In 1981,
the NARS appraiser, Mr. Ray Tagge, was briefed on this collection by NPIC,
but the appraisal was once again deferred. NPIC currently stores about
of this film at the Agency Archives and Records Center
(AARC), and the volume of film is projected to increase substantially over
the next few years as new systems become operational. Since AARC is rapidly
facing a storage space problem, we have asked NARS to appraise these records
as soon as possible.
2. As a first step in the appraisal process, Mr. Tagge has indicated
he needs answers to questions such as the followih3:
a. From a government-wide standpoint, how are collection
requirements and program operations determined? (Mr. Tagge also must
appraise the film records of other IC agencies.) How is the film
disseminated and who are the various users? Can the portions used by
specific agencies be identified? Do the agencies always have an exact
copy of the record copy, or is there further processing in some cases?
b. How would an historian make use of the film? What equipment,
retrieval mechanisms, analytical techniques, etc., would be required?
How could these be made available to historians? When is it likely
that the film would be made available for public access? What
information would the public be able to get from the film that would
not be available from other sources

c. Is there any way to do sampling, i.e., designate certain images
as permanent and the others as temporary?
d. How long would the film need to be retained for operational
purposes if it were determined not to warrant permanent retention?
3. We believe Mr. Tagge, who is fully cleared, can best obtain the
information he needs through a COMIREX briefing on the overall Community
process, followed by a current NPIC briefing on the Agency collection.
Based on these briefings and a review of our film holdings, should
be able to make a preliminary appraisal. A final decision, however, may
require that the Agency clear and brief other appropriate NARS personnel.
4. Please provide DS&T Records Management Officer,
with a focal point in your office so he can arrange the briefings on the
film collection at a time convenient to you and NARS. He can be reached on
