In December 1946, the Strategic Services Unit(successor to OSS)transferred
to NARA 14 cu ft of motion picture film created or acquired during World War II
by the Office of Strategic Services (OSS).
The Central Intelligence Agency in 1973 and again in 1976, transferred more
than 18 cu ft of OSS film to the National Archives.
During my scheduling of OSS records in 1977-79, OSS film was not included
because of the nonavailability of an inventory of residual OSS film. However,
the requirement to schedule OSS film and other nontextual material has been
reiterated to CIA records managers ever since. And while CIA's taking of an
inventory and classification review of the remaining OSS film has proceeded
at a snail's pace, that task is almost complete.

,The curretit-status(s-imilar to info passed-to NIRM last Octiis -that approximately
.-62 cu ft(over 400 reels including negs, dupes and masters)ie involved which will
be scheduled on SF115_and submitted to NARA not later than 30 June 1987. Of
the tcital volume, about 50 cu ft will be scheduled for immediate transfer to NARA
while-the remaining 12 or so cu ft will follow when national security considerations
permit.
OSS maps. and charts have also been accessioned by the National Archives. How-
ever, a thorough search is underway by CIA to identify any residual holdings. And
like the film noted above, any OSS maps and charts discovered will be scheduled
on SF115 for immediate transfer to NARA. CIA maps and charts post dating the
OSS/SSU period are scheduled for eventual transfer to the National Archives.
The first increment of CIA's machinereadable records, presently being inventoried,
will be submitted on SF115 to NARA in the near future.

The recent transfers of OSS materials to the Archives have
not included any non-textual material. That is why N and NNS
and I are following up on this. The transfer, program is a
very positive development. It is working, as you say Ray,
"very well". We would like the non-textual materials
included among the transfers for the very reason that the
program is working so well.
The point is that although the CIA storage environment is
first rate, more than proper environmental storage is needed
for non-textual materials 40-45 years old. They, more than
any records, should be transferred to the Archives as soon as
national security considerations can be satisfied.
As I noted to you earlier, has told me that the
non-textual materials are part of the transfer program. This
is not a policy issue. I am asking you rather to please see
if you can determine, specifically, what NARA can expect with
regard to the actual transfer of non-textual OSS records.

The Office of Strategic Services (OSS) was
established under the Joint Chiefs of Staff on June
13,1942, as successor to the Office of Coordinator
of Information. An executive order of the same
date transferred certain foreign propaganda activi- -
ties of the Coordinator of Information, with related
records, to the Office of War Information (see RG
208). The duties of the Office of Strategic Services
were to collect and analyze information required
by the Joint Chiefs of Staff and to plan and operate
special services at their direction. The Office was
terminated October 1, 1945, by an Executive
order, and some remaining functions and its
records were divided between the Department of
State and the War Department.
There are 937 cubic feet of records dated
between 1919 and 1946 in this record group.
RECORDS OF THE RESEARCH AND
ANALYSIS BRANCH. 1941-46. 1,593 lin.

Included are minutes of the Board of Analysts,
1941-43; minutes and reports of the Projects Com-
mittee, 1942-46; records of the Office of the
Branch Chief, consisting of orders, bulletins, and
other issuances, 1942-45; general correspondence,
1942-46; cablegrams received and sent, 1941-46;
:studies and reports concerning political, sociologi-
cal, and economic conditions in various countries,
1941-46; and biographic sketches and photographs
of prominent Italians from the Italian newspaper
Popolo d'Italia, 1929-43. There are also two typed
manuscripts prepared by Consultant Walter C.
Langer?"A Hitler Source Book," containing ex-
cerpts from published articles and books about
Adolf Hitler, and "A Psychological Analysis of
Adolph Hitler: His Life and Legend," both un-
dated; and interoffice memorandums relating to
OSS studies of Hitler, 1942-43.
- Records of divisions within the Branch include
Central Information Division intelligence reports
relating to enemy logistics, 1942-45, with name
and subject indexes and descriptive lists, 1941-45;
Economics Division reports and correspondence
relating to manpower, military supplies, industrial
resources, and economic and industrial conditions
in Germany and the other Axis powers, 1941-45;
Europe-Africa Division correspondence, 1941-45,
"Civil Affairs Guides" and correspondence on con-
ditions and institutions in Germany and German-
occupied countries, and other records relating to
outposts (Algiers, the Balkans, Cairo, France, Ger-
many, Italy, and London), 1941-45; Far East Divi-
sion correspondence with OSS outposts, 1942=46,
and reports relating to China and Formosa,
1941-46; and reports by the Latin American Divi-
sion, 1944-45. Also records of the Interdepartmen-
tal Committee for the Acquisition of Foreign Publi-
cations, including correspondence of the New
Delhi outpost, 1944-45; intelligence reports relat-
ing to conditions in Southeast Asia, 1944-45;
general records of the Stockholm outpost,
1942-45; and. Swedish language newspaper
clippings and related material, 1943-45.
Field office records include correspondence of
the European Theater of Operations, 1944-45, the
Mediterranean Theater of Operations, (943-45,
and the China Theater of Operations, 1944-45,

Included are maps, 1941-45 (1,701 items?most
of them security classified), prepared or acquired
in the Office of the Coordinator of Information and
the Division of Map Intelligence and Cartography
of the Research and Analysis Branch by or for Dr.
J. A. Morrison.
Still pictures, 1919-40 (228 items), include
ptiotographs of industrial development in China,
Japan, and the Philippine Islands before World
War II.
Motion pictures, 1942-45 (39 'reels), relate to
the people and industry of Pearl Harbor before
World War II; the Japanese attack on December 7.
1941; Japanese geography, natural resources, and
social structure and behavior patterns; and the Al-
lied landing in North Africa and Sicily, 1942-43;
and "Mission to Yenan," showing highlights of the
U.S. Military Mission's 1944 visit to Communist
headquarters at Yenan, China.
