Presidential Directive/NSC-42 directed an interagency
study of options for integrating remote sensing systems
into an overall national system. The first phase of that
study is near completion, and a draft report addressing some
of the technical and cost factors involved in different
levels of remote sensing systems integration is now being
reviewed by your representative. We expect to complete this
interagency review in the next few weeks.
I wish to stress that this draft does not represent the
full report called for in PD/NSC-42 and Jim McIntyre's
memorandum to me of February 1, 1979. We must now turn our
attention to the policy, management, and institutional
aspects of the nation's remote sensing programs, and take
into consideration as well the interagency work done on
public sector involvement possibilities, meteorological
satellite system convergence, and oceanic satellite
demonstration activities.
Since our overall deadline for a complete report to the
Policy Review Committee (Space) is mid-August, we will have
to streamline our remaining study activities and make the
most effective use of the time remaining. I have selected
Dr. Anthony J. Calio, NASA's Associate Administrator for
Space and Terrestrial Applications, to head this effort.
I envisage him working with a small, high-level group to
examine the sensible significant policy directions the
United States might take in remote sensing, the several
basic management approaches that could be considered, and
the various institutional structures that would be responsive
to the defined national requirements. To conserve scarce time
and manpower, we propose to first outline a "straw man"
document and then engage the group to assure that all pertinent
points are adequately treated. I feel this approach will
assure that there is no forced compromise of valid positions
and that the resultant report will be a proper basis for the
PRC(S) deliberations.
