SUBJECT: Implementation Plan for Technology Sharing (U)
The President has inquired about the progress to improve technology
transfer among the space programs directed in PD NSC-17 And pn mcr

NSC-42 directed that the Program Review :Loan"- UrIKItS) steps o
enhance technology sharing. The Implementation Plan for Technology
Sharing submitted to me, however, falls short of that goal. The report
appears only to reiterate that already presented to the President prior
to PD NSC-42. (TS/BYEMAN)
An action-forcing management and reporting system is needed to ensure
that technologies from all sectors are considered as part of the process
of a new program initiative. Accordingly, Defense, in coordination with
other PRB members, is directed to prepare a revised action plan that
meets the objectives outlined in PD NSC-42. (C)
The action plan that will be submitted to the President for his approval
should be completed by December 15, 1979. (C)
