The Baltic States, Eastern Poland, and the Soviet Republics af
-Bielorussia and Ukraine have been.tmxmorcitntm. formed into 2 two 2 major
German adminiStrative units, under Alfred'Rosenberg, the Minister for Eastern
Territories.
One is the ReichskOmissariat Ostland, composed of the General
Commissariat for White Ruthenia, and the. General Commissariats of Lithuania,
Latvia and Estonia. Riga is the capital of the Ostland, which is administered by
Heinrich Lohse, formerly Gauleiter of Slesvig-Holstein. Minsk is the seat of
Wilhelm Kube, the General Commissar for White Ruthenia; he was formerly Gauleiter
of Brandenburg. His control extends over about 90,000 sq. kilometres. The
eastern part of Soviet Eielorussia, notably the eastern sections of the districts
of Borisov, Minsk and Slutsk, as well as tho remaining oblasti (provinces) of the
Bielorussian Soviet RepUblic, i.e. Vitebsk, Mogilev, Gomel and Polesia, are still.
under military administration. The following parts of eastern Poland have been
included In the General Commissariat for White Ruthenia: northern Polesia, the
province of Nowogr6dek and most of the Wilno province. The western part of the
Polish province of Wilno has been incorporated in the General Commissariat of
Lithuania; the wstern Part of the'Polish province of Nowogrodek and certain dis-
tricts of Polish Polesia and most of the Grodno Province have been incorporated
in the administrative area Sud-Ost Preussen (Regierungsbezirk Bialystok).
The other large unit is the Reichskomissariat fur die Ukraine, compris-
ing the southern part of Polish halmax Polesia and Volhynia and the oblast
Kamenets-PodplAc from the Soviet Ukraine. The Reich Commissariat Ukraine is
xomnosed of the General Commissariats Zitomir, Kiev, Nikolaev, Cernihov, Dnepropet-
rovsk and Crimea. The capital of the Reich Commissariat is R6wne (in Poland), and
the head of the administration is Gauleiter Erich axammEntaxxmilitxxxsakmixixtratim
fkmx Koch. The Soviet oblasti of Kharkov, Stalin() and Vorosilovgrad are under
military administration. The Moldavian Soveit Republic and some parts of the
oblasti of Odessa and Nikolaev, as far as the river Boh, form the new Rumanian
province of Transnistria, of which General Alexianu is the Governor.
It is difficult to see any reason why the General Commissariat for
White Ruthenia has been incorporated in the Ostland instead of in the U,kraine.
The administration of White Ruthenia is identical with that of the Ukraine, while
both differ from the regime in the other general gammixxxxiatmafx commissariats
of the Ostland in not having even the meagre measure of autonomy given to the
Lithuanians, Latvians and Estonians.
