15. SUMMARY:
(SNF) This report forwards copies of two interrogation reports prepared by Lieuten-
ant Colonel Narciso Elio BAUTISTA, the G-2 of the Dominican Army. The subjects of
the interrogations are Haitians who crossed the Dominican border together on 24
January 1971. The subject of the first interrogation is Ednmc JANVIC, a Haitian
ilitary Policeman, who was detained while illegally crossing the border at PUESTO
E CARRIZAL (18 52N 71 42L7). The subject of the second interrogation is Edner
CER MILSILISIS, a member of the TONS TONS MACOUTE (TTM), who was detained with
JANVIC. The reports contain some information on the morale and attitudes of the
aitian military and pars-military forces and the ease with which both Haitian and
ominicans can cross the supposedly closed border.

ALCIBIADES had many friends among the TTM who were stationed at PUESTO DE~BALIADERO
(18 51N 71 46W). YECER MISILISIS stated that his group is commanded by Fnu
SANTOFIN, and is armed with revolvers. Regular Army troops are armed with riles,
revolvers and machine guns. There is sufficient ammunition for all weapons at his
post and relations between the TTM and the Regular Army are excellent, He receives
a salary of "12QGuelles"(probably Gourdes, the Haitian monetary unit),
3. (SNF) Agent, who provided the interrogation reports, stated that although the
Haitian-D_omi_nican border is_ officially closed, there is constant traffic across_the
bo dr er. He commented that the Dominican Military has recently been detaining illeg
al border crossers in,an attempt to stop contraband. Agent stated both ~ANVIC and
YECER MILSILISIS will be returned to the Haitian side of the border with a strict

warning not to return to the Dominican Republic. Agent stated tkzat illegal border
crossers have been interrogated recently in an attempt to gain Order of Battle
information on the Haitian border forces and attitudes of the Haitian forces toward
the GOH .
