Attached herewith it the full text of the final agreement
establishing the continental shelf boundary between Indonesia
and Thailand in the Andaman Sea area. The agreement was signed
Decetber 11 in Jakarta at the GOI Ministry of Mines. Prof.
Dr. Mbhammad Sadli4 Minister of Mines, signed for Indonesia
While R. Kasem S. Kasensri,Mai Ambassador here, represented the"
Government of Thailand. The documents were given to the Blowsy
by Ir. Soembarjono, Chief of the DeWeibpsent and Planning
Division in MIGAS (Directorate of Oil and Gas), who partidipated

AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC
OF INDONESIA AND THE GOVERNMENT OF THE KINGDOM
OF THAILAND RELATING TO THE DELIMITATION OF THE
SEA-BED BOUNDARY BETWEEN THE TWO COUNTRIES
IN THE ANDAMAN SEA
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA AND THE
GOVERNMENT OF THE KINGDOM OF THAILAND,
DESIRING to strengthen the eiisting bonds of friendship between the two
countries, and
DESIRING to establish the sea-bed boundary between the two countries in
the Andaman Sea,
HAVE AGREED AS FOLLOWS:
Article I
1) The boundary of the sea-bed area between Indonesia and
Thailand in the Andaman Sea is the straight line drawn from point' A
(Latitude 07? 05:8 N. Longitude 96? 36.'5 E., being the terminating point
of the boundary line between the two countries as defined in the Agreement
between the Government of the Republic of Indonesia and the Government
of the Kingdom of Thailand relating to the Delimitation of a Continental Shelf
Boundary between the Two Countries in the Northern Part of the Straits of
Malacca and in the Andaman Sea, signed at Bangkok on 17 December 1971)

In a north-westerly direction to a point L whose co-ordinates are Latitude
07? 46:1 N. Longitude 950 33: 1 E.
2) The co-ordinates of the points specified in paragraph 1) are
geographical co-ordinates and the straight line connecting ther is indicated
on British Admiralty Chart No. 830 attached as an Annex to this Agreement.
3) The actual location of the above-mentioned points at sea
shall, at the request of either Government, be determined by a method
to be mutually agreed upon by the competent authorities of the two
Governments.
4) For the purpose of paragraph 3), the term "competent
authorities" in re!ation to the Republic of Indonesia refers to Ketua Badan
Ko-ordinasi Survey don Pemetaan Nasional (Chief of the Co-ordinating Body
for National Survey and Mapping) and includes any person authorized by
him; and in relation to the Kingdom of Thailand refers to Chao Krom
ll;hoksof (Director of the Hydrographic Department) and includes any
person authorized by him.
Article II
if any single geological petroleum or natural gas structure
extenc , across the boundary line referred to in Article I and the part of
such structure which is situated on one side of the said line is exploitable,
wholly or in part, from the other side of the said line, the two Govern-
ments shall seek to reach agreement as to the manner in which that
structure shall be most effectively exploited.

Article III
Any dispute between the two Governments arising out of the
interpretation ?or implementation of this Agreement shall be settled peacefully
by consultation or negotiation.
Article IV
This Agreement shall be ratified in accordance with the legal
requirements of the two countries.
Article V
This Agreement shall enter into force on the date of the exchange
of the Instruments of Ratification.
IN WITNESS WHEREOF the undersigned, being duly authorized thereto by
their respective Governments, have signed this Agreement.
DONE IN DUPLICATE at ,JAKARTA this eleventh day of December, one
thousand nine hundred and seventy-five in the Indonesian, Thai and English
languages. ? In the event of any conflict between the texts, the English
text shall prevail.

BERHASRAT untuk memperkuat ikatan persahabatan yang telah terjalin
lama anlara kedua Negara, don
BERHASRAT untuk menetapkan saris batas clasar knit antara kedua
Negara di Lout Andaman,
TELAH MENYETUJUI SEBAGAI BERIKUT :
Pasal I
1) Butas daerah dasar lout antara Indonesia dan Thailand di Lout
Andaman adalah garis lurus yang ditarik dari titik A (07? 05: 8
Lintang Utara 96? 36: 5 Bujur Timur merupakan titik akhir slari
garis batas antara kedua Negara sebagaimana disebut dalam
Perse,Jjuan Antcira PemPrintah Republik Indonesia don Pemerintah
Kerajaan Thailand Tentang Penetapan Garis Batas Landas Kontinen
Antara Kodua Negara di Bcgian Utara 'Selat Malaka, yang di-
tanda-tangani di Bangkok pada tanggal 17 Desember 1971) ke
arab Barat Lout ke titik L yang koordinat-koordinatnya adalah

Koordinat-koordinat dad titik-titik yang diuraikan dalam ayat 1)
adalah koordinat-koordinat geografi clan gods lurus yang meng-
hubungkannya diperlihatkan diatas British Admiralty Chaft No.830
yang dilampirkan pada Persetujuan mi.
Atas permintaan salah satu Pemerintah, letak yang sebenarnya
dari titik-titik tersebut di lout ;akan ditentukan dengan suatu
cora yang disetujui berm= oleh pejabat-pejabat yang berwenang
dari kedua Pemerintah.
Yang dimaksud dengan istilah "pejabat-pejabat yang berwenang"
tersebut dalam ayat 3) adalah, untuk Indonesia, Ketua Badan
Ko-ordinasi Survey clan Pemetaan Nasional, termasuk setiap
orang yang dikuasakannya; clan untuk Kerajaan Thailand, Chao
Krom Uthoksat (Direktur Departemen Hidrografi), termasuk setiap
orang yang dikuasakannya.
Pasal II
Apabila suatu struktur tunggal minyak atau gas bumi me-
lintasi gor batas yang disebut dalam pasal I, dan bagian dari
struktur termaksud yang terletak disalah satu sisi garis tersebut se-
luruhnya atou sebagian dapat dieksploiirsi dari sisi lain gods terse-
but, maka kedua Pemerintah akan berusaha untuk mencapai perseiu-
juan tenting cara yang paling efektif dalam mengusahakan eksploitasi
stuktur termaksud.

Pasal III
Setiap perselisihan antara kedua Pemerintah yang timbul
mengenai penafsiran atau pelaksanaan Persetujuan in akan ?
diselesaikan secara damai melalui musyawarah atau perundingpn.
Pasal IV
Persetujuan mi akan disyahkan menurut ketentuan-ketentuan
hukum masing-masing Negara.
Pasal V
Persetujuan ini akan mulai berlaku pada tanggal pertukaran
Piagam-Piagam Pengesahannya.
SEBAGAI BUKTI kedua penanda-tangan yang dikuasakan untuk maksud
mi oleh Pemerintah mereka masing-masing, telah menanda-tangani
Persetujuan mi.
DIBUAT DALAM RANGKAP DUA di JAKARTA pada tanggal sebelas
Desember tahun seribu-sembilan ratus-tujuh-puluh-lima dalam bahasa
Indonesia, Thai dan Inggeris.
Dalam hal terdapat perbedaan pengertian antara naskah-naskah, maka
naskah Inggeris yang menentukan.
