The details of this understanding are attached and, with your approval, would serve as a formal memoranda of agreement. This installation would implement Section 17b of NSC 13/3 of May 6, 1949. The Department of State would expect to increase the 500 KW_transmitter to 1,000 KW after a period of successful operation had demonstrated that it could be so increased without interfer- ence to all existing facilities and provided the Department of Defense and the Central Intelligence Agency concurred at that time. For your information, I am enclosing also a copy of ~ letter of this date to the Secretary of Defense seeking his concurrence in the installation of this transmitter on Okinawa. The value of 223 millivolts is to be determined by field strength measuring procedures set forth in the Federal Communi- cations Commissions latest Standards of Good Engineering Prac- tice. This signal strength is believed to be of such a magni- tude as not to affect adversely the operation of the FBID moni- toring station, with following conditions complied with. 2. tTpon completion of the Jade installation and in connection with the antenna tuning and radiation determining processes necessarily apart of the project, a series of "radial" measure- ments should be made on a bearing from the Jade site to the FBID site for the entire distance thereof. These measurements will be taken i.n accordance with the applicable procedures specified in the FCC~s Standards of Gvod Engineering Practice. These measurements will be of great value in determining the effectiveness radiated field i.n the direction of the FBID site. 3. VOA will cooperate fully in maintaining their stations radiation within the limits required, and will obtain such en- gineering counsel and install such automatic egz~ipment as may be found necessary to insure compliance with this condition. lr.. VOA will, if proven necessary by investigations, place underground all power and communications lines in the immediate vicinity of the Jade antenna system ixi order to eliminate re- radiation. 5. VOA will, insofar as is possible, follow the recommenda- tions of FBID 3.n selection of operating freag~aencies for the Jade site transmitters. 6. The Jade transmitter, antenna and associated coupling assemblies will be designed, manufactured, installed and ad- justed i.n accordance with the best commercial broadcast engineer- ing practices, and every precaution will be taken in the design and tuning of this equipment to prevent and eliminate harmonics and spurious radiations. 7. The facilities would be installed and operated under the auspices of the Department of State as part of its international information program. This proposal would implement section 17b of NSC 13/3 of May 6, 1949. Discussions have been held not only in Okinawa and Tokyo, but also in ~Iashington where the matter of possible technical interfer- ence with existing transmitting and receiving facilities on Okinawa was given especial consideration. On the basis of the technical studies and advice offered, the Department is satisfied that the operation of a 500 RW medium wave transmitter at Okinawa will have no consequential effect on existing transmitting and receiving facilities in Okinawa. Okuma, on the northwest coast of Okinawa, is unusually well located to permit coverage of Japan, China, north of the Yangtze including Manchuria, and Borgia. Tt not only meets our technical requirements but also provides security and morale advantages not found elsewhere in the eastern area. As part of this communication, there are enclosed a copy of a letter of this date to the Director of the Central Intelligence Agency enclosing for his approval an informal memorandum of agree- ment for operation of this facility, and a memorandum from the representatives of the Department of State in the field, dated October 23, 1950, a copy of which has already been made available to the Commander-in-Chief for 'the Far East and to the Ryukyua Ca~n- mand. This change arose as the result of a further study by the Department of State which indicated that a 500 gGJ transmitter seemed necessary to cover the target area iimnediately. The Department of State would expect to increase the 500 HG1 transmitter to 1,000 HW after a period of successful operation has demonstrated that it could be so increased without interference to all existing facilities and provided the Department of Defense and the Central Intelligence Agency concurred at that time. This present request for the concurrence of the Department of Defense to the proposed installation at Okuma complements our recent suggestion, to which the Department of Defense has already expressed its accord, for a similar installation at Camo Wallace, San Fernando la Union, in the Philippines.
