SUBJECT: Third Country Nationals
1. During my recent Visit to Japan, I called on MG Lee to pay my
farewell respects and to discuss PSYOP support from the 7th Pi:_3YOP
Group. Since Third Country National's (TON' s) have been a sub=ject of
discussion in reference to reversion, I took this. opportunity to discuss
the picture confronting. the 7th PSYOP Group with General Lee and COL
Panttaja.. Both were aware of our current posture, but were not aware
of the current reorganization we are going through, which will materially ?
affect TCN' s, and the recent approved increases in TCN's. The purpose
of this memorandum is to apprise you of our current and future posture
with respect to TCN's.
2. The 7th PSYOP Group is presently authorized 3.9 TCN's. Seven of
these are Korean Nationals employed in japan, The remaining 32 are
designated for employm7-4..or Okinawa and consist oC one Philippine,
11 Chinese, and 20 Koreans. Not all of these positions are presently
occupied. A list of current requirements and incumbents is attached as .
Inc,losure 1. In December, USARPAC approved an increase of two Viet-
namese TCN's for employment ?on Okinawa, and approved an addi-
tional 12 TCN' s: four each Korean. Chinese, and -n.xietnarnese. This ?.,
brings our total authorized to 53. ,Under our propoed reorganization,
an additional 15 TCINT's will be required to meet JCS missions tasked
to this headquarters by CINCPAC -through USARPAC. This raises out. ?
requirements to 58. This total includes: one Philippine, 15 Chine:se,
23 Vietnamese, 27 Korean, one Laotian, and one Cambodian. Three -
of the Koreans will remain with the 7th PSYOP Group's Japan Detach-
raen.t, and the -remainder will be employed on Okinawa. -

3. To meet the above requirerneuts, we have already advertised for
the 14 position increases recently approved by DA and.USARPAC. Hiring
in excess of the 14 is subject to CG, USARYIS, an: CINCUSAAPP.,C approval
of the new reorganization authoritative documents. These are near final-
ization and should be forwarded to US1-..IVZIS within the next two weeks.
USARYIS Force Devolopment.personwel are thoroughly aware of the need
to expedite their review so we can forward them to CINCUSARPAC.
CINCUSAR.PAC has final approval authority on non-US employees; and ?
once we have this approval, we can advertise for all.recuirements.

Civilian Personnel Office personnel have been most cooperative and are ,
equally familiar with our requirements and the need to expedite personnel
actions. Hopefully, we will be able to use any excess referrals to the
initial advertisement to Meet those in excess of the approved 14. This
would expedite recruitment action. As inferred above, we are expediting
all actions so that we can complete the maximum recruitment prior to
15 May.
LL Inclosure 1 identifies current authorized TCN positions and, as
appropriate, the incumbent. Those positions marked with an asterisk
will be abolished in the new organization and, concomitantly, the incum7 ?
bents will be RIF'd. Those individuals marked with a double asterisk
are currently detailed to authorized positions undel- the new organization -
and are prime applicants for these position advertisements. Since TCN
positions are not career restrictive like DAC positions where careerists
take precedence over non-.careerists, etc., any TCN who feels he meets .
the basic requisites may apply. Therefore, some of those incumbents ? '
subject to RIF action may apply for the newly established positions. If .?
any of these are acceptable, as determined, by interview and by a compe-
titive test, this will reduce our problem since they are already on-island.?
5. Inclosure 2 identifies all of the TCN positions' under the new organi-
zation. All of these positions have been reviewed by the Civilian Personnel
Office. The CPO has developed the supporting job descriptions, and. all
but one position (one Philippine) require an appropriate native language
capability. This is normally considered sufficient to meet the Government
of Japan's position that if the position cannot be filled by a Japanese .
National, they will not challenge the requirement for 'a TCN. This bi-
lingual requirement does not preclude Japanese Nationals from applying
if they possess the required proficiency and are otherwise qualified. ?
