Petrov article: "The Making of Soap Bubbles"] [Text] The Washington POST has published an article by its observers Evans and Novak. It is, of course, "on the Soviet threat." This time the reader is being intimidated by the fact that Mig-23s have appeared in Cuba. It is claimed that this runs counter to the Soviet-U.S. understanding of 1962. Such allegations are from beginning to end groundless and provocative. Even official U.S. circles do not conceal that the Washington POST article is inspired by opponents of equal and mutually beneficial Soviet-U.S. cooperation. It is definitely aimed at producing a fresh wave of suspicion and ill will against the Soviet Union in the United States at a time when the SALT talks, which are of such great international importance, have entered a decisive phase. Supporters of the arms race are not concealing their plans to hamper the achievements of a Soviet-U.S. SALT agreement. They are bragging that the campaign of the last 2-3 years, which they inspired in order to complicate the world situation and to denigrate all that favors detente, is only a prelude. Reflecting this attitude, Evans and Novak allege that an "anti-Soviet scuffle" in the United States is still ahead. And now the aircraft about which Evans and Novak have been trying to raise a rumpus: In their main ch ristics these aircraft are of same type that have existed and continue to exist in Cuba which have been and remain necessary to safeguard the legitima?e Interests of that sovereign state. In this connection no ques ions concern- ing the Soviet-U.S. understanding of 1962 arise or can arise if only because the Soviet Union has firmly adhered and adheres-to.its part of the understanding, proceeding, of course, from the basis that the United States will also act in exactly the same way. The constructive stance of Cuba, which has been explained more than once by Fidel Castro, president of the republic's Council of Ministers, is also well known. What further is needed then to reach a conclusion which would correspond with reality? Just one thing: Commonsense and the peoplest interests should have priority over the selfish interests of the military-industrial complex and those circles served by Evans, Novak and their ilk.
