The meeting, attended by 26 delegations, is sponsored by UNESCO. In the previous session UNESCO Director General Ahmadou M'bow said economic growth cannot be considered an end but a means to assist in the great effort of complete development whose essential component is culture. He also emphasized the necessary responsibility of the state in establishing cultural policies, explaining that UNESCO does not seek to have these imposed. Culture, he stressed, cannot be encouraged either through decrees or laws but comes spontaneously from people. In the meantime, Cuban Culture Minister Armando Hart, who heads the Cuban delegation to the conference, reaffirmed in Bogota that in discussing cultural identity in Latin America, the colonial case of Puerto Rico must be broached. In an interview with PRENSA LATINA, Armando Hart said that the Chilean fascist military Junta headed by Augusto Pinochet, in trampling upon Chile's democratic tradition, has 'quashed' an essential aspect of the Chilean people's culture. He added that the presence of U.S. military forces in the Canal Zone prevents the development of the Panamanian people's cultural identity. Hart concluded by emphasizing the need to assist the development of a greater process of democratization in all cultural fields of Latin America. The Cuban Communist Party publication notes in its latest issue that the violent popular demonstrations in Managua following the funeral of the murdered opposition leader merely reflect the political and economic crisis existing in that Central American country subjected to a long and bloody pro-imperialist dictatorship. In his closing remarks, the education minister expressed confidence that they will be true to the lofty mission which the party leadership and the revolution have assigned them. In a communique, read at the Jose Marti International Airport, the brigade members pointed out: Our commitment is to rescue for the fatherland the children of those who left. Our presence here, which lasted 3 weeks, and that commitment morally constitute a colossal victory of the Cuban revolution's principles. At the air terminal, the young emigres were seen off by Culture Vice Minister Alfredo Guevara and Rene Rodriguez, president of the National Institute of Friendship With Peoples [ICAP], as well as other officials of the institution. The ICAP president bade farewell to the Antonio Maceo Brigade members by saying: On behalf of the fatherland, we will see you soon. CAMAGUEY PROVINCIAL ASSEMBLY SENDS LETTER TO KIEL CASTRO FL161910Y Havana Domestic Service in Spanish 1145 GMT 16 Jan 78 FL [Text] Commander in Chief Fidel Castro, first secretary of the PCC Central Committee and president of the Councils of State and Ministers, has received a letter from the delegates to the first extraordinary session of Camaguey's People's Government Provincial Assembly. In the letter, the delegates point out that in the extraordinary session the plan for the economy and state budget for the year 1978 has been examined in the light of the magnificent speech made by the commander in chief last 24 December during the second ordinary session of the People's Government National Assembly. It is also stressed that Camaguey's Provincial Assembly, interpreting the feelings of the people of Camaguey and on behalf of the province's working masses, has agreed to give unanimous support to his orientations and to outline a work direction which would lead the people to successfully fulfill the objectives called for by the 1978 plan. After announcing the commitment of the residents of Camaguey for 1978, the letter stresses that the assembly has acknowledged Fidel's proposals and, on behalf of all the people, wishes to affirm that they will work tirelessly to attain those objectives and they are ready to fulfill the missions that the commander in chief and the party assigns.
