[Excerpts] Tripoli, 1 141Y--At 1830 today, a big rally was opened at the 7 October
Stadium in Tripoli to mark International labor Day, which falls on 1 Ptky every year.
The celebration was opened with the national anthem and Holy Koran recitation. Then
Mukhtar Quray's delivered a speech for the workers federation. The following is text
of his speech:
Brother popular leaders, brother workers, brother citizens: The workers of the Socialist
People's Libyan Arab Jamahiriyah on this day join their brother workers in the world in
celebrating this great day, which is truly a prominent landmark of the continuous world
struggle against all forms of domination and exploitation. This is the day when thousands
of world workers, headed by the U.S. workers, died demanding their rights.' We must exert
more efforts and struggle in all fields. We must exert efforts to put an end to the sub-
jugation and slavery to which the workers in the capitalist countries are subjected, where
the sweat of the workers and their efforts are robbed. The stand by U.S. workers is
evidence of the workers' toughness and proof that they'are the advance vanguard in all
industrial, agricultural, and economic development. [passage indistinct]
The. leader of the Great ?1 September Revolution, Brother Col Mu'ammar al-Qadhdhafi, and
Brother Yaj 'Abd as-Salam Jallud attended the big rally held this evening on the occasion
of Workers Day. The big rally held at the 7 October Stadium in Tripoli was also attended
by Chairman of the General People's Committee 'Abd al-'Ati al-'Ubaydi, certain secretaries,
PFLP-GC Secretary Ahmad Jibril, a number of African delegations which took part in the
African labor ministers conference which ended yesterday, political and popular leaders,
chairmen and members of workers unions, and throngs of Arab workers and masses in the
Jamahiriyah. The workers massing in the 7 October Stadium welcomed the revolution leader
with cheers for the 1 September Revolution.
The speech of the General Federation of Women was then delivered. At the end of the speech,
the General Federation of Women proclaimed that the 1 September Revolution came to affirm
the workers demands, workers who were suffering from misery and neglect during the defunct
era when they were being exploited in the worst manner. The social security law enacted
by the 1 September Revolution for the sake of the workers is the best proof of the interest
the revolution is showing in the workers.

It gives me pleasure to greet the African workers delegations attending this ceremony with
us. I also greet Brother Ahmad Jibril, leader of the Popular Front for the Liberation of
Palestine-General Command [PFLP-GC]. I laud his will of steadfastness and rejection of
capitulation. We have heard from him that the battlefield with the sound of rifles and
guns is the only tray to regain the Palestinian people's right to return to.their land.

Brothers, we hear this today from a leader of one of the Palestinian resistance fronts--
the General Command--at a time when talk about liberation has become blasphemy in the
dictionary of Arab politicians. It has become blasphemy to talk about the return of the
Palestinian people to their land. Talk has become merely a means to show courtesy to
Zionism and its creators. They are wronging us in our cause, in Palestine and in the
right of the Palestinian people to return to their homeland.
The agent reactionary Arab rulers in the Arab homeland at present consider wrong the
right of the Palestinian people to return to their land. Can a Palestinian who left his
home, his farm and property in Palestine in 1948 not demand to return to his land? Why
did he leave it? He was expelled by the force of Zionism, by colonialism which was
allied with it, and by Arab reactionaries who were allied with Zionism and colonialism.
Now Arab reaction is cooperating once again with colonialism and Zionism to prevent the
Palestinian people from returning to their land. If these rulers have capitulated, sold
out their pride and land and have been recruited in service of colonialism , we here in
the Jamahiriyah will not submit to colonialism.
The mission for which we released the revolution was to kindle the spirit of struggle in
the Arab nation, which colonialism wants to capitulate. This nation is not in a position
that necessitates capitulation. This nation possesses material and moral resources capable
of conquering the enemies. But the capitulationist reactionary Arab leaders adore prestige
and believe in dollars and not in this great nation. These are the people who want to
impose capitulation on this nation at a time when this great nation is capable of resisting
colonialism and Zionism. The first step is to dispose of the reactionaries who dominate
the fate of the Arab peoples.
The Palestinian resistance in Lebanon is now being disarmed. Arabs from the gulf to the
ocean see the extent of this treason. The Palestinian resistance forces are being
gathered on one ground at a time when the Israelis are unable to take the rifle from the
Palestinian hand. The Arab rulers, however, make the Palestinians surrender their arms.
Has peace been achieved? Has Palestine been returned or has the world disarmed? Has
the world stopped producing nuclear bombs, antiballistic missiles, strategic bombers and
submarines equipped with nuclear missiles? Has the world disarmed?
What a farce it is for treasonous rulers of the Arab nation to ask the Palestinians to
surrender their arms. We affirm to them that if even the whole Arab nation capitulated,
Libya would remain stubborn and rejectionist and demand liberation. Brothers, you must
understand that all hopes are pinned on the Jamahiriyah.
You must understand that your revolution is the focus of Arab interest and the only
bastion of their hopes. You are the only supporters of the Palestinian people. You
are the only free platform in the Arab homeland from which the Arab people can freely
express their thoughts and decide their own future. Here this people can frankly express
their opinions to the world.
Brothers, other Arabs are like you, and they feel as you do. The fate of these people is
the same as yours. Their enemies are also yours. These people know the way, as you do,
but to date they are still helpless. These people will not remain this way long.
The Libyan people were under foreign oppression and rule 50 years. There were mass
detention camps. Mass annihilation and mass gallows were used by the Italians against
the Libyan people. The Italians dispersed the Libyans in the desert, distorted their
independence and tried to weaken them, using oil in an attempt to kill their morale.

Accuses Egypt of Troops on Border

[Text] The brother colonel referred to the provocations of As-Sadat's regime which is
massing troops along the border of the Socialist People's Libyan Arab Jamahiriyah and
asserted that on our part, we have not massed any troops on the Egyptian border.
He said that the Egyptian regime today adopted a decision banning the return of Libyans
from Egypt across the land border.
He warned As-Sadat against playing with fire and that the concentration of his tanks and
troops on the border is no insignificant matter.
Brother al-Qadhdhafi reiterated that our Arab front of confrontation with the common
enemy is in occupied Palestine, Sinai and the Golan, and not at Musa'id, As-Sallum,
Az-Zaghbub and Siwah.
He spoke of the deterioration of economic conditions in Egypt as proved by statistics
compiled by Arab, African and international labor organizations and said the Egyptians
are suffering from unemployment, difficult economic conditions and a concentration of
people in a [words indistinct] of land, which makes up all the area suitable for production.
He pointed out that 60,000 Egyptians are emigrating annually from Egypt. This includes
50,000 Egyptians who come to our country because it is the only exit and outlet open to
the Egyptian people. Once As-Sadat shuts this outlet, he will actually be killing his
own people and will bear sole responsibility for this. He said that there is no minimum
wage in Egypt.
He then spoke about the conditions of workers in the Socialist People's Libyan Arab
Jamahiriyah, where the minimum income of workers has increased four times since the
revolution. He proposed increasing the minimum wage and asked the popular congresses
to discuss and approve this proposal.
The commander of the revolution commented on what is being stated by the mouthpieces of
the Egyptian regime concerning the Soviet note and on the allegation that the note means
guardianship over the Socialist People's Libyan Arab Jamahiriyah. He refuted all these
statements and said that"we reject all guardianship,"adding that the note proves that
"we are an independent country adhering to positive neutrality."
The brother colonel refuted the allegations and threats of the Egyptian regime saying that
this is a desperate attempt to isolate us because we oppose imperialism and its schemes,
and because we work for positive neutrality throughout the world.
He asked what interest Egyptian toilers--both workers and peasants--have in what is being
disseminated by the hired Egyptian information media.
The brother colonel then referred to the allegations made by the Egyptian regime concerning
the oppression of Egyptians working in our country and Egypt's attempts to use them as
pawns in a filthy political game. He said that this matter will be put on the agenda of
the popular congresses this month so that a decision may be made on the subject.

The commander of the revolution concluded his speech by greeting the Egyptian workers
for the efforts they have exerted in serving the plan of change in the socialist
People's Libyan Arab Jamahiriyah and their prounity struggle against reaction and
imperialism.
He also greeted the African Workers Federation and the Tunisian Workers Federation, the
protector of the toiler members of the fraternal Tunisian people and the defender of
their rights. The Tunisian people are closely tied to us. Their federation has been
fighting against hegemony and containment. He also greeted the World Federation of
Trade Unions.

[Text] Tripoli, 1 May--Colonel al-Qadhdhafi said: We opened the doors of our country
to all the Egyptians but their president now pretends he will take care of them at a
time when feudalism, exploitation and foreign capital are crushing millions of the
toiling people in Egypt and at a time when he has sold out the public sector, taken
away the worker's gains of profits and board memberships and taken the lands from the
peasants which 'Abd an-Nasir had given them.
Al-Qadhdhafi said that As-Sadat is bragging about his concern for the Egyptians in the
Jamahiriyah when Zionist tanks and planes are stationed in Sinai and while all Egypt is
suffering from occupation. If the president is concerned about the Egyptian people
and their dignity, we have Libyan and Egyptian Arab resources that make us strong and
keep us from begging the world or relinquishing our rights.
[Text] Tripoli, 1 May--Revolution Commander Council Chairman Col Mutammar al-Qadhdhafi
has stressed that there is no difference between Zionist spy Kohen and As-Sadat. He
said that Kohen was nominated as a presidential candidate in Syria but he was discovered;
As-Sadat, however, reached this post and has not been discovered.
[Text] Tripoli, 1 May--Brother Col Mu'ammar al-Qadhdhafi has said that if the world
wants to solve the Palestine problem it must listen to the Palestinian people. He
added that the Arab rulers must liberate their occupied territories. As for Palestine,
it has its people, organizations and men who carry arms.
Brother Col Mu'ammar al-Qadhdhafi touched on the interpretation of the phrase "the
Palestinian people's legitimate rights." He said that by this, colonialism and Zionism
mean the housing of Palestinians in Arab countries, America and Europe and giving
them money in return for Palestine. The Palestinians reject this.

[Excerpts] Tripoli, 1 May--Col Mu'ammar al-Qadhdhafi has revealed that As-Sadat
exploited his preparing for the war by asking for $69 million, and $60 million,_which
were the two Libyan deposits in the Egyptian bank. He said: We gave these amounts
on 4 November 1970. He is fnow talking about the Palestine issue, hoping to receive
more funds.
Brother Col Mu'ammar al-Qadhdhafi said that if President as-Sadat wants.to sell out
his country to colonialism, the Egyptian people will settle their account with him.
If any other Arab ruler wants to sell out his country to colonialism, his people will
settle the account with him--as the Libyan people settled their account with the Arab
reaction which had ruled them and turned their country into a foreign base..
Col Mu'ammar al-Qadhdhafi asked who is really mad. Is it As-Sadat, who considers the
Libyan border the target, or we, who believe that Palestine and Sinai are the real
fronts to which the Arab force must be directed? He said: What treason to. committed
by a president! It has no justification except As-Sadat's feeling that his, end will
be near when the Libyan and Egyptian armies and people unite in one front against the
common enemy of the Libyan and Egyptian people.
Colonel al-Qadhdhafi affirmed that As-Sadat is mobilizing his troops on the Jamahiriyah
border and that there is a limit to everything. He said: Last September I gave him a
chance. We do not want to fight against the Egyptian Army. We have offered it supplies
and it still receives aid from us. We did not mobilize our troops to confrbnt-it;
However, As-Sadat is concentrating his mobilization daily and closing the borders to
Libyan travelers.
Colonel al-Qadhdhafi warned As-Sadat against playing with fire. He said that the
massing of tanks along the border is no insignificant matter. If we do the same,
a catastrophe will result and As-Sadat will shoulder the responsibility.
Col Mu'ammar al-Qadhdhafi pointed out that the United States blacklisted the damahiriyah
because it rejects a peaceful solution and is impeding U.S. designs in the Arab area.
He said that at a time when the United States has prevented us from receiving.the military
transport planes which we have paid for, it is selling,such planes to Egypt, Iran and
Sudan.
He also said: The United States is not seeking peace in the region. If it wants us td
surrender, we refuse to surrender. To hell with America and its planes!
Colonel al-Qadhdhafi stated that the Palestinian people are determined to struggle to
return to their homes. We will fight alongside them.., He said that the foreign minister
of any capitulationist Arab state does not dare to speak about the return of the
Palestinian people to their homes. They are all prepared to assume that Palestine
has been sold.
Col Mu'ammar al-Qadhdhafi has said that statistics issued by the African labor, ministers
conference, the international and Arab labor organizations. and the African labor studies
center reveal that 100,000 babies are born, in Egypt monthly. This confirmsthat Egypt
will soon be facing a catastrophe.
Colonel al-Qadhdhafi has told the popular committees in the Jamahiriyah information media
not to stoop to the base and disgraceful level of the Egyptian information media. He
said that our popular information must be above the wallowing in the mud of As-Sadat's
information.

Brother Col Mu'ammar al-Qadhdhafi stressed that As-Sadat has been a CIA agent since
1966, as the U.S. papers have said. The brother colonel said that in 1966 As-Sadat
was indeed discharged from the Egyptian Revolution Command Council. He wanted to earn
his living and the CIA bought him. He actually went at that time to the United States.
The brother colonel said in the speech he made on Workers Day today that it did not
cross the mind of As-Sadat that he would become a president. The CIA found him and
recruited him. With time this CIA official became a president.
Col Mu'ammar al-Qadhdhafi said that we are not speaking for the Palestinian resistance,
but we honor what the Palestinian people say. This people have stressed that they have
no way but to return to their land. He said that if As-Sadat can solve this matter
why does he not liberate his land in Sinai--where Zionist tanks and U.S. bases and
radar networks cover the area up to Benghazi, and where the Zionist authorities
prevented the Egyptians from prospecting for oil?
Col Mutammar al-Qadhdhafi has affirmed that the solution of the Palestine issue is
clear: It lies in the return of the Palestinian people to their land to live with the
eastern Jews who were in Palestine in 1948. As for the other invaders and mercenaries who
came after, they must return to their original homelands.
Col Muaammar al-Qadhdhafi said that the Egyptian workers in Libya are'working as
brothers side by side with their Libyan brothers. As-Sadat, however, is exploiting
them and recruiting some of them in acts of sabotage. As-Sadat participated with you
in your celebration of Evacuation Day on 11 June by placing a bomb that killed
11 Libyans--as a recompense for the tanks and resources you gave him.
Al-Qadhdhafi said: As-Sadat participated with you on the seventh anniversary of the
revolution by another overt treat when he entrusted the Egyptian consul with detonating
a bomb that would have killed from 4,000 to 5,000 Libyans. But, thank God, the bomb
did not go off during working hours. The criminal admitted the crime which the Egyptian
consul in turn entrusted to him. The criminal was tried, the death sentence was passed
and the verdict was carried out. Thus, As-Sadat has regrettably put a question mark
on every Egyptian here.
Col Mu{ammar al-Qadhdhafi has rejected As-Sadat's interpretation of the Soviet memo as
tutelege for the Jamahiriyah. He affirmed: We have never been under tutlege from any
quarter. The memo, points out that the Jamahiriyah is an independent country following
a liberation policy in the world, the policy of positive neutrality, does not submit
to any quarter and is carrying out gigantic domestic deeds to raise the standard of its
people by the nationalization of oil, evacuation of colonialism and supporting other
peoples. Why is As-Sadat threatening this country and massing his troops along the
Jamahiriyah border?
Colonel al-Qadhdhafi said: The Soviet memo is not tutelege. It shows that half the
population of the globe supports the people of the Jamahiriyah, that is, all the socialist
people. He said that As-Sadat wants us to be an isolated country. However, progressive
forces are our friends and reactionary forces are our friends. [as received]
Col Mu1amnmar al-Qadhdhafi affirmed the Jamahiriyah's alliance with the Egyptian
people, army, students and workers. Arab unity between the Libyan and Egyptian peoples
is a must to liberate Sinai and Palestine, crush reaction and exploit the Nile Valley
and the High Dam in the interests of Egyptians, as Jamal 'Abd an-Nasir wanted, instead
of leaving the dam, for whose building the Egyptian people suffered great ordeals, as
a mound of ruins.

Colonel al-Qadhdhafi referred to As-Sadatts admission that all-the demonstrators in
Egypt on 18 and 19 January were shouting the same slogans raised by the Libyan radio
station. He sgid: If As-Sadat says that I distribute funds to those who carried out
the popular upheaval, I welcome this, as I would be extending financial aid to the
Egyptian people who are In dire need of this aid.
Colonel al-Qadhdhafl stressed that we are not helpless before es-Sadat. tie have all
his black file. do are able to expose him, We have all the resources-to defeat himi.
He said: In the past I defended As-Sadat, but he lost his senses, sold out his land
and dIMIty and revealed himself. He said that Egypt is suffering. from an extremely
bad economic situation at a time when wages in Jamahiriyah have increased fourfould
or by 300 percent. When As.Sadat closes his border with us, then he wants to kill
his people.
Col I2m ammar al-Qadhdhafi stressed the importance of economic integration among the
Arab countries. In his speech today he said that we want to unite with the Egyptian
people to exploit the High Dam for the Arabs, the Nile Valley for the Egyptians and
the oil in the Jamahiriyah for the bibyan and Egyptian Arabs. Thus, these huge
resources will be combined in the interests of the two fraternal peoples.
Al-Qadhdhaf i asserted that statistics show that if the Arab world formed one economic
structure or if it united politically, it could assimilate four timas?its population,
that is, 600 million people. He said that the Jamehiriyah is the first country ready
to act to-achieve this aim.

regarding the situation in Benghazi. He said: The day 7 April was a day of celebration
and rallies. There were no shots fired and no army In the streets, as As=Sadat's
yellow prose claims. As-Sadat buys the paper for his.yell ox press with hard currency
to spread lies which the workers, peasants and construction workers=-the slaves of
his modern age,..-do not read. He said that the bibyan information media should daily
amp t7ou with the progress of the production of the lie factories in Egypt.
Col 1u araar al.Qadhdhaf i affirmed that the Libyan people are the decisionmakers,.
because we do not have a president. The president is the people. I am only a congress
secretary among hundreds of popular congresses. He said: As I do not make decisions,
the ease of the Egyptian workers Lin Libya] will be submitted to the popular congresses
in Kay. I will voice my opinion as an ordinary individual, which can be summed up in
the fact that I can no longer tolerate the exploitation [by Egypt] of the Egyptian
workers in the Janahiriyah, as it harms.our dignity. He said: we, who are dying for
the Egyptians and Moslems, are now being charged with trampling on their self-respect.
we are the defenders of Arab dignity.. He affirmed that these allegations are lies
meant to embroil the Egyptian workers in the dirty political game.
Concluding his speech on the occasion of Labor Day, Col Huoaemar al-Qadhdhafi hailed
the Egyptian wormers and their struggle to defeat reaction and confront colonialism, as
well as their unionist struggle and magnificent alliance with the students, peasants
