Declassified and Approved For Release 2012/02/03: CIA-RDP05-01559R000400370051-9 ? p(O w V. 8Apr76 NORTH AFRICA [Speech delivered by Libyan RCC Chairman Col Mu'ammar al-Qadhdhafi in the Suluq area on the evening of 5 April at a ceremony to commemorate the martyrs of the Suluq deten- tion camp--recorded] (Excerpts] We feel awe as we stand with respect on this spot. Although it is located in a small village--the village of Suluq--history is aware of the greatness of this desert [words indistinct] which this desert and this village have recorded. The village is as great as the greatness of the desert. Suluq is small but it is great because of (words indistinct] which are in this village. [words indistinct] because this place has several meanings and a heroic and great significance. In this place, one of the sons of these tribes offered his soul for the sake of our freedom, namely, 'Umar al-Mukhtar. [applause] The aggression reached its peak and the enemy's ven- geance against the Libyan people reached its highest point when the Italians gathered the warring tribes, the tribes which constituted a threat [words indistinct]. These tribes were gathered after the traitors had stripped them of their arms, after the Sanusis had stripped these tribes of their arms. The Italians gathered these tribes in the terrible mass detention camp in this village. Many of the sons of these tribes were martyred under torture and from hunger and thirst. (words indistinct] who are still alive among us were among the victims of this horrifying detention camp. The Suluq detention camp and the ('Ukaylah) detention camp and others reflect the zenith of the enemy's revenge on our fathers and ancestors. Was the enemy able to (?destroy) freedom on Libyan soil? By hanging 'Umar al-Mukhtar and erecting the horrible Suluq mass detention camp, were the Italians able to crush the spirit of liberty, the spirit of resistance to wrest freedom? No. [words indis- tinct] of fascists. The Libyan people are very happy and rejoice today. [words indistinct] Libyan people [words indistinct] to prevent the Libyan people from cele- brating on the ruins of the defeat of the enemies--Americans, British, Italians, and Persians who betrayed these people. [applause] Italy's (?fleets) and detention camps were not able to prevent the Libyan people after 60 years from [words indistinct]. If the tribes which live in the desert are belittled because they live in tents [words indistinct]. They must read history and know, whether they are inside or outside Libya, that they are indebted to these tribes. These tribes are the ones which kin- dled the 1 September Revolution. (applause] These tribes may be poor but they have made history. [words indistinct] were unable to record one page of the history written by these tribes. We are proud that Arab Moslem Libya is a bedouin society. If there is anybody who tries to dissociate himself from this feature, he is an alien among us. We disown him and (words indistinct]. Even those who have been liv- ing in the city for 20 or 30 years were in the desert and in the tent. [words indis- tinct] saying that the march of the masses is the march of these poor and illiterate tribes. We want to reveal the truth. Libya is supported and backed by a bedouin base. However, those who keep harping on this tune know that they do not belong to these tribes of to Libya and consequently do not belong to the Arabism from which the Libyan people sprang. V. 8 Apr 76 I 2 The Libyan people are the real embodiment of the Arab nation because they are a nation of bedouins. This feature did not stop the Arab nation from spreading religion,. civilization [words indistinct] and in the heart of Asia. The Persian Empire was a high point of civilization, but a fake one. Who led the Persians from darkness to light? This was done by the Bedouin Arab nation. [applause] Anyone who objects to this trait is an alien. If he wants to live among us he must not no beyond his limits. We are able to put everyone in the place where he belongs. [words indistinct] This village is [words indistinct]. [applause] As long as this country remains, it will remain sacred. This small village and these bedouin tribes have a historic value unparalleled even by the civilization of the pharoahs. [words indistinct] who forced the ancient Egyptian people to carry blocks of stone on their backs for 20 years in order to build a tomb. The Egyptian people see no value or sanctity in the great pyramids because the pyramids are a symbol of humiliation, slavery and suppression--a icing's suppression of pis people. The Egyptian people and the intellectuals among the Egyptian people see ho human value that merits glorifying a civilization which left the pyramids as a legacy because the pyramids speak of a kin; ;'s suppression of his people, of slavery. There is a serious cultural lie [few words indistinct]. The value of Suluq village is a thousand times more precious than the biggest pyramid. [applause] becau.,e Suluq al 1-h hhtar's village is a symbol of martyrdom for the sake of right, of 'Uniar martyrdom for the sake of our freedom, of patience in spite of the a1on;i inside the annihilation camps, and of yet another victory of '.he people. On 1 April several decades ago this camp was :,et up to supprees the Lit;:-an people and their freedom. Today on 1 April, after several decades, this no',ular celebration is being held to commemorate the victory over aggression, the freedom of the Libyan people, and the immortality of the Libyan people. [applause] I have told you previously that the Al-'Ugaylah area has no water. It is an area of mudflats and sand and is empty of people. But historically, the value of the Al-'Uqaylah is a thousand times greater than the Roman relics all over the world. The Roman relics were built through the suppression, enslavement and humiliation of peoples. When we think of Al-'Ugaylah., we think of the ruins of despotism and imperialism. We celebrate the victory of freedom over the usurpers. I see in the Libyan people real representatives of the Arab nation. Perhaps this is the reason why the entire Arab nation is listening to what is happening in the Libyan Arab Republic. [applause] Brothers, we must speak about the deceived Al-Muhayshi because he was one of us. Imperialism has bravely acknowledged that he has been able to score a victory over the 1 September revolution, but this victory is limited. iiou was imperialism able to recruit a member of the Revolution Command Council and make him a spy? tie must testify to the efficiency of the hostile intelligence services. must testify to the efficiency of the hostile intelligence services on the one hand and we must admit the truth on the other. We must not conceal the sun with a sieve. The 1 September revolution was not based on deception, appeasement, or concealment. The 1 September Revolution was established on a popular base, which means that the truth should be told to the masses. That is why i want to tell you all the facts. He did not say that the fault lay with this or that person. We were taken by surprise when he submitted his resignation and said: I will take the responsibility. We have been defeated. I am responsible for this setback. The Egyptian Army has been destroyed and the enemy will enter our homes. I must (?accept) a cease-fire because I do not want the enemy to enter Cairo. 'Abd an-Nasir also said that if the Arab nation wanted to erase the effects of the aggression, it had to do this and that. 'Abd?an-Nasir told the whole truth to the masses. In a few hours, all Egyptians knew what had happened. As a result, all of the Egyptian people emerged, despite the shelling of the Jewish planes, [words indistinct] 'Abd an-Nasir in the leadership and command of the Arab nation. After finding out the truth, Zakariya Muhyi ad-Din refused and said that the Arab nation would not accept any other leadership except that of 'Abd an-Nasir as long as he lived. The year 1973 is completely covered by fog. The Jews were 83 kilometers from Cairo and the Egyptian people did not know that fact. On the eve of the feast [Ramadan], the entire Arab nation did not know that the Jews were 83 kilometers from Cairo. The year 1967 was one thing while the year 1973 was another. The Arab nation had met .at the Khartoum conference and said that since we must accept responsibility, we would offer aid and support on the condition that there would be no peace [sulk], no negotiation, no recognition of Israel and no relinquishing of the Palestinian issue. For these reasons, support and backing were extended. [applause] The result was steadfastness, the building of armies, and the entry of the Arab nation into battle under the banner of pan-Arabism. In the year of 1973 there was a political game and not a military battle or liberation. At present, strategic Israeli goods are passing through the Suez Canal. The blockade has been lifted. America has once again returned to Egypt. The Egyptian people are confused. They do not know to where they are being led. They are being led in the middle of a fog. These are just examples of a point I want to return to; namely, the point of being frank with the masses. I have given you two examples, one of a situation characterized by falsification and vagueness which yielded bad results, and a second situation characterized by frankness which yielded positive results. The arms used in the battle in 1973 as a result of the Arab nation's battle [words indistinct] were not used seriously. Had they been used seriously, they would have destroyed the enemy. These arms were used in a theatrical play. [words indistinct] We must admit that the hostile intelligence organs are. effective and have great ability. On the other hand, we must be aware that the hostile intelligence organs are vying so hard to combat us to the point that they have infiltrated the Revolution Command Council. Usually, intelligence organs recruit trivial and ignorant people. On the other hand, perhaps the positive point in this is that the enemy appreciates the importance of the 1 September Revolution. (long applause and slogans) The enemy has not carried out against any other country in the world what he has carried out against the 1 September Revolution. The plot that the enemy has engineered against the 1 September Revolution is different from any plot that any enemy has engineered against another enemy. The reason is certainly clear. Analysis has proven for us the importance of the 1 September phenomenon. The 1 September Revolution is a civilized phenomenon. The enemy knows its significance. This party told its country: What is taking place in Libya is not something normal as you in the West imagine. You say on your radios that this revolution is a revolution of bedouins and camel herdsmen, that the Libyans in North Africa are backward, but that you appreciate the significance of oil. It told them: (?yet you know) that camel herdsmen and bedouins who did not have oil were the ones who invaded Europe and demolished its strongholds. [applause) It also tcid them in the report: We warn you, 0 foreigners, against taking a simple view of what is taking, place in Libya and against viewing it in the same way you view the events that are being witnessed by the Arab homeland and the Third World.' It told them: We warn you against disregarding what is taking place in Libya. What is taking; place in Libya is the beginning of a new civilization similar to the'civilization which was resurrected in the world by Islam. [applause) Brothers, this is proof. [words indistinct) This has been testified to and admitted by the enemies. This indicates that the 1 September Revolution is a civilized phenomenon. Some of the sides which are hostile to us appreciated the importance of the revolution and engineered a grave and bold plot, determined to invade the Revolution Command Council, which is the revolution's leadership. Moreover, they wanted to sit in the boat in order to sink it from the inside. It is a most serious thing to sit in a boat and then to sink it. Hostile intelligence was able to sit in the boat. We admit this fact; our revolution has been built on the basis of placing the facts in the hands of the masses because it is the masses who are the ones [words indistinct] took over authority. [slogans repeating As-Sadat's name) [words indistinct] the person you speak about this. [slogans) Naturally, we must admit this, we must admit the importance of our revolution and the importance of the enemy and his extreme intelligence, which enabled him to recruit a member of the Revolution Command Council. [words indistinct) because he considered 'Umar al-Muhayshi part of the political leadership. [words indistinct) our aim is not the political leadership. Our aim is our people, whom we want to carry on the revolution and the new Arab and Islamic cultural revival generation after generation, building on facts and not on distortions. I do not want to protect myself as Mu'ammar al-Qadhdhafi in order to cheat the masses. We want to protect values represented in freedom and represented in the civilized principles on which the revolution is based. This is an examination o. th leadership from the inside. I find it mentally difficult to speak about it, but the truth is always bitter. I feel bitter when I speak about this. When it presents 'Umar al-Muhayshi, Cairo radio presents him not because [words indis- tinct]. It presents him and says: This is one of the members of the Revolution Com- mand Council, which is challenging us. It presents him on this basis. It says [words indistinct] hear, hear, this is one of the members [words indistinct] with his own words. This means that his own words are a (?threat) to his personality. They want to say: See, see, this is one of the members, please hear his words and expressions. It is as if the Egyptian radio wants to say this. I say that he was (?part) of us once. However, [words indistinct]. However, the enemy was able to recruit him, was able to recruit him some time ago. We all wondered. Once we asked the general intelligence staff to carry out a complete investigation on all telephone lines of the Revolution Command Council in order to find out whether there was (?an open) line or a recording or [word indistinct] (?or a bugging device) in the building in which we were meeting. The investigation revealed that these lines were not being tapped and that there were no bugging devices in the building. We were extremely astonished and baffled as to how decisions adopted by closed sessions appeared in London, Cairo, and Beirut. However, we now know the truth. We know that there was a hostile agent of foreign intelligence inside the Revolution Command Council, as manifested in the recruitment of one who was supplying this information to foreign intelligence. If 'Umar al-Muhayshi were in prison now, such words would be substantiated. But for 'Umar al-Muhayshi to speak and expose himself is a subject of challenge. We are now exerting efforts with America (?to give us) the bribe which 'Umar al-Muhayshi got from the Lockheed Company, as in the scandals which are surfaced concerning politi- cians in Turkey, Japan and other countries you have heard about. The American Senate is now investigating the bribes the Lockheed Aircraft Company has given to foreign personalities to promote its sales. Now, I don't know if these words will prompt America to take other measures; I don't know, but it interests me. The company has now officially informed us that 'Umar al-Muhayshi met with its (?representative) twice and that on one occasion the company put a special plane at his disposal to take him to Georgia. We have found and now have the tickets and the correspondence exchanged between the company and 'Umar al-Muhayshi. We contacted the American Senate committee and asked it to give us the names of the Libyans who had received bribes. The committee said that actually there is a Libyan name on the list, but that it could not give out any names without the permission of the American Govern- ment. We do not know if the American Government will permit the committee to give us the names of the Libyans it has. However, our efforts are continuing with the American Government in this regard. Thus, as of now, as far as Al-Muhayshi is concerned, I have no right as the chairman of the Revolution Command Council to speak about him because his file is now being moved from the Revolution Command Council to the general intelligence building, where it will be taken over by the counterespionage section. Now he is being treated as a spy. [words indistinctJ will be submitted to a military tribunal, considering him a spy who has spied against his country and who has disclosed to the enemy over the radio secrets (?harmful) to the security of the republic and the armed forces and their bud- get, defense capability, and strategic reserve, as well as the names of armed forces officers, names of armed forces noncommissioned officers, and the positions of units. The file of this spy will be submitted to the military tribunal because he is considered a spy who has made public disclosures to the enemy, and all the world can bear testi- mony to these public disclosures over the radio. The information Al-Muhayshi has given about the armed forces and general military training, the names of officers, and about the budget and development plans, whether it is correct or not, is not our subject now. However, what is important is that he has given information which will prompt the enemy to take a stand toward us according' to this information. ------------ Declassified and Approved For Release 2012/02/03: CIA-RDP05-01559R000400370051-9 Declassified and Approved For Release 2012/02/03: CIA-RDP05-01559R000400370051-9 v. 8 Apr 76 1 6 Perhaps Al-Muhayshi might be giving some true information to the enemy in secret and perhaps broadcasting other adverse information publicly. However, in any event, the talk that the air force has collapsed and that weapons have been amassed and that military training is a crime--all such information will encourage the enemy to challenge us and constitutes a danger to the security of the republic. As of now for this person--and I deeply regret to say this--his file will be sent to the counterespionage section of general intelligence, and he will be rr'ferre-1 to court as a Libyan spy who has made disclosures harmful to the country's security and people. The court will pass sentence on him [words indistinct]. At any rate, there are clear legal measures that could be taken against this person. [applause] I hope that the report sent to us from Egyptian intelligence is correct. A person of good will in the Egyptian intelligence organ sent us this report. I hope that this report is true so that the sentence against Al-Muhayshi can be commuted. The report has told us that Al-Muhayshi is suffering from amnesia and is under the influence of drugs. He has been examined by doctors at [name indistinct] hospital. He is suffer- ing from severe pains in his back. If this report is true, it will be included in his file. I would like to reveal another fact. There are certain Libyans who were abroad when the revolution broke out. These people were afraid to return to Libya follow- ing the revolution. There are other Libyans who (?fled) following the outbreak of the revolution and who are now abroad. These people have integrity. Hostile intel- ligence organs have tried to exploit them, but have failed. They did not let the hostile intelligence organs recruit them despite a great deal of persistence. Egypt even contacted a number of Libyans who were ib"ad when the revolution broke out. These people refused to be used by Egypt against their own country. Their integrity is something to'be proud of. After comparing these people with the spy Al-Muhayshi, the Revolution Command Council has decided to grant a general amnesty to all Libyans abroad who have refused [words indistinct] against their own country. [applause and slogans] Since we are on this subject, I would like to reveal a fact to the Egyptian people, the (?Tunisian) people andPresident Anwar as-Sadat because [words indistinct]. I would like to clarify a fact for President Bourguiba in case his agents and (?advisers) `ricked him [words indistinct]. I would like to clarify for the simple people in 'T'unisia [words indistinct] Libyan commandos who have gone to Tunisia to carry out acts of sabotage there. This is the picture presented to the Tunisian people by the Tunisian information media. The Egyptian people have also been told [words indistinct]. If we have indeed sent people to carry out acts of sabotage in Egypt, the Egyptian people are justified in blaming us and condemning us. I would like to tell the truth to the simple and good people who [words indistinct] in Egypt and Tunisia that the counterrevolutionary propaganda organs are hostile to the masses Ind employed by imperialism. What happened is the following: The free unionist officers in Libya decided to pursue and punish Al-Muhayshi after he fled to Tunisia and proved to be a traitor. This decision was taken by the free unionist officers [words indistinct]. We bear the responsibility for any action which has political consequences. [words indistinct] the free officers decided, with the aid of their soldiers, to carry out the punishment for treason on Al-Muhayshi [words indistinct]. Al-Muhayshi was one of us, but he committed treason. They sent their soldiers to Egypt to [words indistinct]. The free officers are still determined to pursue this spy and to destroy him. [applause] What interest does the Tunisian Government have in lying to its people? Why doesn't it tell its people the truth? Why doesn't it say, we have captured two Libyan soldiers sent by the free officers to punish one who has betrayed his pledge? Why do they tell their people about a Libyan plot, sabotage, kidnaping Bourguiba and so forth? Why didn't Egypt say, we have captured Libyan soldiers [words indistinct]? Why didn't it say, we have captured two or three Libyan soldiers sent by their officers to kill this person who betrayed his pledge? They said, sabotage, terror," and so on and so forth. The rulers do not pay the price, but the masses do. Who is paying the price now? Unfortunately, it is the Egyptians--the workers who were treated like brothers in Libya. They and their families are paying the price. The Libyan people are determined to adhere to the revolution and crush its enemies no matter who they may be. [applause] I want you to know a clear fact. Power is in your hands, in the hands of the popular congresses and popular committees. Thus, everything is in the hands of the masses. However, you have not deceived me. You do not stage marches and write statements in blood, you do not shout out slogans and then [words indistinct]. You have proven to me--and please correct rie if I am mistaken--that the Libyan people are aware of what a revolution.isand are determined to tenaciously cling to it even if they die one after the other. [applause and slogans for 3 minutes] Revolution means determination to achieve the economic independence of Libya [words indistinct] even if we have to dig to a depth of 2 kilometers to find water [words indistinct]. The wheel of wort: will not stop. Our enthusiasm will not dampen [words indistinct] transform Libya from a desert to an agricultural land even if it costs us a great deal of effort [words indistinct]. In our program, we still have dozens of factories. Anything that we can produce, God willing, we have decided to produce. Oil must be utilized for agriculture and industry so that when it is consumed [words indistinct] good riddance. [applause] Revolution means determination until a house is built for every Libyan family. God willing, each family will have a home. You have seen thousands of houses built, and tens of thousands more are being built annually, since the revolution. This is a fact, we are determined to see wort: go on day and night until the 13,000 Libyans who live in huts, tents, and old houses live in modern houses. Revolution means science. This is another aim of the revolution. There is now a college in almost every specialty. Schools have spread everywhere. We are deter- mined to educate even in tents and mobile schools so that no child will remain with- out a school. [applause and slogans] Revolution means building hospitals and clinics. It means the implementation of projects in the field of health. In the field of defense, the revolution is now doing its best to build military factories, to put arms in the hands of every Libyan so that if in the future anybody commits aggression against us [words indistinct] not the regular army but the Libyan people the way we faced the Italians. The regular army was not fighting the Italians, they were fought by you,'your kinsfolk. Had it not been for the traitors, the Italians would not have been able to (?reach)this place. I saw very clearly that this is the revolution, its objectives and program. If the revolution enters a battle, it enters it with force and with revolutionaries who believe in it and know how to save the revolution with blood. Why is the~Arab nation pinning all its hopes on the Great 1 September Revolution? Because there is a real revolution here which has placed authority in the hands of the masses, tells the truth to the masses, forges its way with the sup- port of the masses and builds for the sake of the masses with the assistance of the masses. This is what the Arab nation requires. It requires clarity, t_-.ith, inde- pendence even in earning its livelihood, and freedom in all fields. The nation does not need speeches, newspapers and even radios speaking lies and taking the nation from fog to fog [indirect reference to As-Sadat] and from darkness to darkness. In Libya, there is clarity and truth. Everyone 1-.nows his respons:ibi.li.ty and what can be achieved tomorrow and the day after toi,;orrow. I tell our brothers that the enemy takes the 1 September Revolution into full account and considers it a new-cultural phenomenon. Thus, the enemy is currently manipulating the reactionary regimes around us to threaten the revolution. There cannot be a revolution in Libya and reaction in Egypt and Tunisia. There should either be re- action inLibya, Egypt and Tunisia or revolution in Libya, Egypt and Tunisia. This is what is happening. Everyone is fighting to defend himself. [applause and slogans] Imperialism is using Arab reaction. Arab reaction and imperialism are using Libyans, if they can, in their battle against the revolution. This is known. I;a.)erialisn is clearly using the reactionary regimes against us. Imperialism is now fighting us directly and indirectly. Just as they used Al-Piuhayshi, reaction and iperialism will?use any Libyan who can be exploited against the revolution. He cannot possibly say that none of the Libyans can be exploited against the revolution. On the co.-- trary, 'Umar, who was a member of the Revolution Command Council, was fully exploited and turned into a spy against the revolution. Therefore, we do not rule out the ex- istence of other Libyans like him who can be used by imperialism against the revolu- tion. Those people who lied and said that Benghazi University students were ::illed are agents. They have been used in one form or another to fight the revolution. Whoever is an enemy of the revolution is also an enemy of the agricultural, education and health programs I have spoken to you about, and consequently an enemy of the people. Because these ;programs are being implemented in the interest of the people. The housing program is the interests of the people. Those people who said that the students were 'killed and sent false emissaries to our students abroad to tell them that 12, 14 or 15 students were 'tilled--even though these students are here with me today--are serving is;perialism, Zionism and reaction. Imperialism, Zionism and reaction are now bragging and saying: Loo'c at what is happening to the revolution and freedom. They claim that 12, 15 or 20 students were killed. Not a single student was killed at Benghazi University. The one who told the Libyan students in Cairo, who said that 15 students were killed, is the enemy of the people and the revolution and the agent of imperialism. He must be crushed [words indistinct]. The one who told our students in London that 15 students were killed, this person--whoever he may be, and I do not care what his name or family is--is a spy who serves imperialism and reaction and harms the revolution. Where does this Libyan students interest lie? It lies in the building of the houses and factories I have spoken to you about, and the reclamation of land to turn the desert into green land. That student works against the interests of the people. He is an enemy of the people and is not one of us. We must trample him. In order to disrupt the agricultural and industrial revolution as well as freedom and democracy in Libya, and to do away with the gains of the Libyan people, im- perialism is bound to use Libyans first. And you have seen how it has used the Libyans. The challenges of imperialism and reaction are clear. When the Egyptian Government challenges the 1 September Revolution and attacks its leadership, what is its aim? Its aim is to disrupt the revolutionary program and suspend agrarian reform, industry and armament. What did the Egyptian President say yesterday? He stated that the armament of the Libyan people disturbs us, equipping the Libyan Arab Republic with modern Soviet arms disturbs us. Look, he is disturbed by the armament of the Libyan people. He has disclosed his hostile intentions against this people and this revolution. He then ridiculed us and said: We know the Libyans because we trained them on arms. .He said the Libyans cannot use these arms. He said the Libyans are not capable of using these arms. The meaning is clear. When the Egyptian Government attacks the 1 September Revolution and its. leadership, what is its aim? Its aim is to deprive the Libyan people of real independence in agriculture, industry, communications, housing, schools and hospitals. When Tunisia challenges you and ridicules your revolution, what is its aim? When the 1 September Revolution and its leadership are lost, this would mean the end of the revolutionary program I told you about, agrarian reform, industry, agriculture, schools, hospitals, (?armament), freedom,'democracy and unity. This is the cherish- ed aim of the Arab of imperialism. It is obvious that the people who attack us are attacking your interests. Reaction could use Libyans against their interests and the interests of the Libyan people. Imperialism could use them just as it has used Al-Muhayshi.. I have told you that we are not afraid of the United States or anyone else. If the United States in- vades us, I will put a weapon in the hand of-everyone of you and then the United States would find it difficult to set foot in Libya, just as the Italians were able to occupy Libya not through sheer strength but through Libyan traitors. Libyan traitors joined the Italian forces and led the Italian campaigns in the desert, the oases and on the mountains. What I want to tell you is that we are not afraid of the United States. Personally, I have never ever seen a ruler of a head of state dare to ,ay at a public rally: I personally disregard the law of the proclamation of human rights. I have never ever seen a human being dare to trade with religion publicly, falsify and reword holy Koranic verses, and express opinions concerning something which should be above opinion through ideas derived from the Sufi sect and connections which are being eliminated [words indistinct]. He is trading with some illusions, imagining that he will acquire a reputation as a person who is not a fanatic but flexible, or something of the sort, in talking to the Jews or to the people who, he imagines, are able to glorify him or to speak about him saying that he is a new personality or an image. [Answer] Yes. In other words, he is a person who thinks in a selfish and personal way which leads him to distort all values. This led to what? It led him to lose everything and his true nature was revealed. Who is Mutammar al-Qadhdhafi? None other than a criminal trying to trade with things and values. He (?tries) to poison the whole world. Naturally, this reflects naivete, recklessness, an inclination toward criminality, cunning and, most regrettably, a human being suffering from mental perversions, which leads him to perpetrate obnoxious crimes against Libyan society, Arab society and perhaps even the international community. [Question] Colonel al-Qadhdhafi said about the relationship of the 1 September revolution with the Arab states: Sudan said that it would open a camp in my country. He means Libya. And the Sudanese do not come to be trained here. Therefore, we do not like them to come and we ao not want to open a camp in Sudan. This is what the colonel said about Sudan. Tunis prevented the Tunisians from volunteering to liberate Palestine. The Arab League, or somebody else, said that it (?approves of) fedayeen action. The Arab League has never been a tool for the liberation of Palestine or a tool for revolution. This is what the colonel said about Tunisia. The colonel said about Algeria: Algeria also prevented the Algerians from volunteering and refused to contribute to the liberation of Palestine by one struggler or another. This is the bitter present state of affairs. This is what the colonel said about Algeria. The colonel said: Iraq has a force which does not exist. We do not even know who rules Iraq. This is what the colonel said about Iraq. The colonel said: The Arab situation in general is undecided. It is engulfed in fog and immersed in darkness. And there is no initiative. At these moments, the Arabs have no clear direction. They have lost their orientation. This is what Colonel al-Qadhdhafi said about all Arab countries. They nickname him with their names. [Question] This means that this is the result of conflicting stands? [Answer] This is the result of original practice, brother. [words indistinct] What motivated me personally not to capitulate and struggle to crush him and on what grounds? It is due to my conviction [words indistinct] that if this person continues in authority he will greatly endanger Arab destiny in general and might lead to cala- mity for the Libyan people. The Libyan people might be pushed to a bloody tragedy. But all the Libyan people are exposed to death as a result of some insanity of Mu'ammar al-Qadhdhafi alone. This is the danger. This problem is not simple. It is not even only a question of money. Perhaps money can be offset, although this is serious because it is the money of the people. But this is an issue of a people exposed to danger. They are threatened with embroilment in a battle in which there is no gain, except the parasitical dreams or the so-called [word indistinct] dreams of Mu'ammar al-Qadhdhafi due to his insanity, which might imperil the people. This is what per- mnally motivates me to speak to you. [words indistinct] to make statements and to speak to the whole world to say that we object to these serious matters [words indis- tinct]. [Question] No pan-Arab stand or [question interrupted]. [Answer] No authentic stand, neither patriotic, pan-Arab, religious or humanitarian. There is trading and deception. But among the things he tries to suggest tothe world is that he is a new prophet. No Arab regime has avoided subjection to the casting of doubts by Mu'ammar al-Qadhdhafi in an attempt at political outbidding taking advantage of all social circumstances, all political problems and all the political circumstances existing in the Arab homeland. Pursuing career of crime, he applies crime to politics. He adapts crime to politics. He views affairs in medieval terms. It would be wrong to describe him as machiavellian because machiavellianism could perhaps be a political attitude. It could sometimes have objectives, and it could [words indistinct]. Mu'ammar al-Qadhdhafi is not Machiavellian. He is engaging in a Machiavellianism that takes him to the edge of insanity, bearing in mind that Machiavelli issued his book in (?Geneva) some 4 centuries ago. [Answer] Therefore Mu'ammar al-Qadhdhafi's claims to be the responsible official in the Arab homeland are exposed. [Text] It has been learned from the Libyan capital that a large number of members of the Revolutionary Command Council [RCC] and free officers are now in prison. This number has reached 150 people. Al-Qadhdhafi has detained a number of his colleagues such as Awad Hamzah, and Al-Bashir al-Hawwadi, members of the RCC. He has also pro- hibited many others from leaving their residence and placed a heavy guard on them, such as Muhammad Najim and al-Mukhtar al-Garwi, members of the RCC, while he has allowed the rest to move about within the area in which they reside by placing them under constant supervision by military intelligence, such as Captain Mahmud Madi and Lieutenant Dahmuri. The number of suspects of officers in the Libyan Army, in the opinion of Al-Qadhdhafi, has reached 722 officers. This is in addition to those who (?fled). Thus the colonel is in complete isolation inside Libya. He has gone so far as to prohibit any movement by the relatives of opponents, so much so that he has prevented some of them from going on pilgrimages. Al-Qadhdhafi has also issued strict orders restricting any army move, except by an order from him, and prohibiting senior officers from living inside the barracks and removing their personal weapons outside the barracks. He also entrusted junior officers with the task of observing the movement of their chiefs and of informing him personally about all their actions and views, so much so that Lt Col Abu Bakr Yunis al-Jabir has become a pseudo- army chief of staff. Moreover, the colonel is resorting to getting his followers-- from bedouins and ignorants--by his revolutionary speeches to attack the homes of certain members of the RCC.
