Approved For Release 2009/03/06: CIA-RDP04T00367R000302470002-6 UUNHULN{IHL January 9, 1984 NATIONAL SECURITY COUNCIL WASHINGTON, D.C. 20506 CIA/DDI/EA Attached is a letter addressing a project called "Water Lily." It is the development of a proposed Naval Base in South Sumatra that came to my attention approximately one year ago. F I ultimate Indonesian aims are to provide an alternative facility that could eventually be used by us instead of Clark/Subic. Given the studied nonalignment of Indonesia, at least most of the current leadershi , this is difficult to believe. if Indonesia has such plans, they should approach us officially, as we are in no position to do so.= Could you have the appropriate people look into this to find out what Indonesia has in mind for the facility? It is of interest, even if only for Indonesian use, but if they have eventual plans for us, it would be a most significant development.
