THIS IS THE FOURTH AND FINAL OAK REPORT ON MISSION 4031
AND PROVIDES INFORMATION ON THE HIGHEST PRIORITY: COMMITTEE
ON OVERHEAD RECONNAISSANCE (COMDR) TARGETS OBSERVED ON THE
PHOTOGRAPHY. THE REMAINDER OF>THE COMOR TARGETS COVERED ON
THIS PHOTOGRAPHY WILL BE REPORTED IN :A SERIES OF:OAK SUPPLEMENTS.
TARGETS ARE ARRANGED IN THE OAK BY~SUBJECT AND WITHIN EACH
SUBJECT BY COMOR TARGET NUMBER. TARGETS OF OPPORTUNITY
OBSERVED DURING THE OAK REPORTING PERIOD ARE LISTED
NUMERICALLY UNDER THE APPROPRIATE SUBJECT?AFTER THE LISTING
OF COMOR TARGETS. LOCATIONS OF TARGETS IN THIS REPORT
ARE INDICATED BY THE COUNTRY CODE PRECEDING THE COORDINATES.
SELECTED PHOTOGRAPHIC REFERENCES FOR EACH TARGET OBSERVED
AND REPORTED FOLLOW THE DESCRIPTION OF;THE TARGET. PASS

A NEWLY IDENTIFIED AREA OF-CONSTRUCTION ACTIVITY IS
CONFIRMED WITHIN A CLEARING LOCATED AT 62-57N 041-38E
APPROXIMATELY 3 NM EAST OF PROBABLE SITES 12 AND 14.
ROAD IMPROVEMENT LEADING TOWARD THIS CLEARING HAS TAKEN
PLACE SINCE TWO CIRCULAR
IMAGES, PObblBLY EXCAVATIONS OR SILO CORINGSt ARE
WITHIN THE CLEARING BUT LACK OF STEREO PHOTOGRAPHY
PRECLUDES DETAILED INTERPRETATION. THIS NEW ACTIVITY
BRINGS THE COUNT OF AREAS OF-UNIDENTIFIED CONSTRUCTION
ACTIVITIES IN THE GENERAL AREA TO 4.
PLESETSK ICBM PROS LAUNCH SITE 11 UR 6257N 04126E
CONSTRUCTION CONTINUES WITHIN THE SITE. PORTIONS OF
THE ACCESS ROAD AND THE PARALLEL LEVEL EARTH MOUNDS
HAVE NOT BEEN PAVED. APRONS OR PADS ARE NOW BEING
PAVED AT THE EASTERN END-OF THE EARTH MOUNDS IN THE
VICINITY OF-:THE POSSIBLE SILOS. A CRANE IS ON THE
RIGHT-MOUND AND A PROBABLE LATTICE TOWER IS JUST OFF
THE TERMINUS OF--.THE RIGHT MOUND. LACK OF=STEREO`AND
UNIDENTIFIED CLUTTER IN THE VICINITY OF THE POSSIBLE
LAUNCH POINTS PRECLUDES DETAILED INTERPRETATION. A
PROBABLE CONDUIT OR PIPELINE IS UNDER CONSTRUCTION
PARALLELING THE ACCESS ROAD.

TWO.OF.THE 3 AREAS OF CONSTRUCTION ACTIVITY WITHIN THE
SITE ARE COVERED. A THIRD AREA OF CONSTRUCTION IS
CLOUD COVERED. THE INITIAL GRADING FOR THE LOOP ROAD
SYSTEM AT THE PREVIOUSLY REPORTED WESTERNMOST CRUCIFORM
IS NEARLY COMPLETE. THECRUCIFORM.DITCHING CONTAINING
THE PROBABLE CONDUIT HAS BEEN BACKFILLED. NUMEROUS
VEHICLES ARE LOCATED ALONG THE LOOP ROAD IN A
CONSTRUCTION AREA THAT MAY BE USED FOR A POSSIBLE SILO
APRON OR PAD. INITIAL GRADING FOR THE LOOP ROAD
ENCLOSING THE EASTERNMOST CRUCIFORM CONFIGURATION IS
NEARLY COMPLETE. THE CRUCIFORM DITCHING CONTAINS
PROBABLE CONDUIT AND THE POSSIBLE SILOS OR SILO CASINGS
ARE EVIDENT THROUGH THE HAZE. THE BUILDINGS, PROBABLE
CONTROL BUNKERS, TO THE REAR OF BOTH CRUCIFORM
CONFIGURATIONS ARE SEPARATED BY A DISTANCE OF ABOUT 840
FT AND ARE IDENTICAL WITH THE ONE PREVIOUSLY IDENTIFIED
AT PROBABLE SITE 16. THE 2.BUILDINGS ALONG THE ACCESS
ROAD APPEAR COMPLETE AND MEASURE APPROXIMATELY 160 X 45
NO NEW MISSILE FACILITIES OBSERVED WITHIN THE
CLOUD-FREE PORTIONS OF THE SEARCH AREA.

THE ARCH-ROOFED BUILDING BETWEEN THE SECURITY FENCES AT
THE SITE ACCESS ROAD IS NOW EARTH MOUNDED. THE WATER
TREATMENT BASIN IS VISIBLE. A PROBABLE HARDSTAND/PAD
IS UNDER CONSTRUCTION JUST OFF THE SITE ACCESS ROAD.
THREE SQUARE CONCRETE OBJECTS, EACH WITH A DARK
CIRCULAR CENTER, ARE EVIDENT TO THE NORTH, NW, AND WEST
OF THE LOOP ROAD CONFIGURATION. THESE OBJECTS ARE 25 X
25 FT AND ARE SECURED. TWIN PAIRS OF MUCH SMALLER
OBJECTS ARE JUST,INSIDE AND OUTSIDE THE LOOP ROAD. AN
IMAGINARY LINE PROJECTED BETWEEN THESE PAIRS CROSSES..

THE SILO STRUCTURE. THE OBJECTS ARE SMALL BRIGHT
