SUBJECT: DCI Directive on Foreign Language Training Committee
1. Action Requested: That you approve the attached DCI directive
establishing the Foreign Language Training Committee.
2. Background: All NFIB and NFIC principals support the directive,
and their comments have been incorporated into the attached draft.
NSA proposed a number of editorial changes designed to highlight
the advisory role of the committee. These have been included. They
are attached for your information.
In the same vein, CIA proposed a sentence to ensure that
individual agencies retained control over their own language training
programs. This concept has been added under Responsibilities of the
Intelligence Community, as follows:
Individual Intelligence Community components will
retain the responsibility for conducting their own
language training programs.
3. Recommendation: I recommend you approve the directive as
amended.

Director of Central Intelligence Directive
Foreign Language Training Committee
Pursuant to the provisions of Section 102, the National Security
Act of 1947, and Executive Order 12333, there is established a Foreign
Language Training Committee.
1. Mission
The mission of the Foreign Language Training Committee is to serve
as the focal point within the Intelligence Community, and between the
Intelligence Community and other elements of the United States Government,
for all matters dealing with recruitment, training, and retention of
personnel with requisite foreign language expertise to serve the needs
of the Community.
2. Functions
Under the general guidance of the Deputy Director of Central
Intelligence, the Committee will:
a. Apprise the DCI of the effectiveness of programs to
recruit, train, and retain personnel with adequate foreign
language competence for elements of the Intelligence Community.

b. Recommend to the DCI new initiatives to be undertaken
to ensure the continuing availability within the Intelligence
Community of requisite foreign language competence.
c. Coordinate replies to all queries from Congressional
committees concerning the Community's overall foreign language
competence.
d. Represent the Intelligence Community's interests in
programs sponsored by other U.S. Government agencies and departments
outside the Intelligence Community to improve foreign language
studies in the nation's schools and universities.
e. Monitor approaches to the academic community for the
training of Intelligence Community personnel in foreign
languages to reduce unnecessary duplication and ensure that
these programs serve Community as well as individual Agency
interests.
f. Perform such other tasks as the DCI or DDCI may direct.
3. Responsibilities of the Intelligence Community
Intelligence Community components will keep the committee chairman
advised of initiatives designed to facilitate the recruitment, training,
and retention of personnel with foreign language training.

Individual Intelligence Community components will retain the
responsibility for conducting their own language training programs.
4. Composition and Organization
The committee chairman will be appointed by the Director of Central
Intelligence.
The members of the committee will be representatives designated by
the Intelligence Community principals.
With the approval of the DCI, the committee chairman may invite
representatives of relevant U.S. Government entities with national
security interests to participate as appropriate.
The committee will be supported by an Executive Secretariat.

MEMORANDUM FOR THE EXECUTIVE SECRETARY, NFIB/NFIC
SUBJECT: Proposcd DCI Directive on Foreign Language Training
1. Reference is made to NFIB/NFIC-5.l/85, dated 9 February 1982, subject
as above.
2. We have reviewed the draft directive and believe there is considerable
merit In the creation of an Intelligence Community committee to address this
particularly critical, community-wide concern. NSA intends to support the
overall ubjcctiveS of i11e committee and welcomes the opportunity to participate
in the committee when it is constituted.
3. We feel that the primary task of the committee should be review of
those ovi ral l Coll-:ideratluns reflecting commonality of linguistic shortfall
or potential while recognizing that individual member organizations
have uniquo linguist requirements, demanding specialized training outside
those of the Intclligcpce Connuuuity in general. Therefore, NSA recommends
the following modifications to the draft which retain the overall charge of
the committc&' without Kncroncliing-on the managerial and technical autonomy
necessary for member organizations to address their unique needs:
a. Paragraph 1, Mission.
(1) 4t,h line, delete
(2) Sixth line, put .1 period after "the Community", and
delete: LO the en1.1 of the sentencc since it is both superfluous and potentially
too limiting.
b. Paragraph 2, Functions.
(1) Sub-paragraph a. Change the first word from "Advise"
to "Apprise".
(2) Sub-paragraph b. Change to read, "Recommend to the DCI
new initiatives to be undertaken to ensure the continuing availability within
the Intelligence Community of requisite foreign language competence."
(3) Sub-paragraph c. Add, "ovelrall" between "Community's"
and "foreign".
(4) Sub-paragraph e. Change to read, "Monitor approaches
to the ac.tde'llic community for the training of Intelligence Community personnel
in foreign ]anguages and where possible, reduce duplicate efforts and ensure
that programs serve Intell.igonce Community as well as individual Agency
interests."
