attached memorandum to the National Foreign Intelligence Community.
2. Background: On 5 March 1982, you approved the establishment of a
Foreign Language Iraining committee to serve as the focal point in the
Intelligence Community for matters dealing with the recruitment, training,
and retention of r nnel with appropriate foreign language expertise.

the Community and is my nominee as Chairman of this new Committee.
