Mission The Committee will advise and assist the Director of Central Intelligence (DCI) in the discharge of his duties and responsibilities with respect to the production of foreign economic intelligence and will promote the effective use of Intelligence Community resources for this purpose. 2. Functions Under the general guidance of the Deputy Director of Central Intelligence, the Committee will: a. Keep the Director of Central Intelligence apprised on the responsiveness of foreign economic intelligence production to national security requirements. b. Provide guidance to-Intelligence Community collection components. c. Provide intelligence support to US Government entities charged with formulating US international economic policies. Intelligence Community Responsibilities On request by the Committee Chairman, Intelligence Community components will provide, within established security safeguards, information pertinent to the Committee's missions and functions. 4. Composition and Organization The Committee Chairman will be appointed by the Director of Central Intelligence. The members of the Committee will be representatives designated by Intelligence Community principals. The Chairman will establish subcommittees and other working groups as required. With the approval of the DCI, the Chairman may invite representatives of relevant United States Government entities with national security interests to participate as appropriate. The Committee will be supported by an Executive Secretariat. The mission of the committee, under the general guidance of the Director of Central Intelligence, is to advise, assist and generally act for the Director of Central Intel- ligence in the discharge of his duties and responsibilities set forth in NSCIDs No. 1 and No. 3 with respect to production and support of production of foreign economic intelligence; 2 to advise the National Foreign Intelligence Board; to assist in the production of national intelligence as set forth in DCID 1/1; and to promote continuously the effective use of Community resources responsive to the intelligence objectives and priorities set forth in DCID 1/2. The functions of the committee are: a. To make recommendations and appropriately advise the Director of Central Intelligence concerning the responsiveness of production of economic intelligence to national needs, to coordinate implementation of policies and directives with respect to foreign economic intelligence production, 'its collection support, the dissemination of its products and refinements in allocation of production responsibilities within and among departments and agencies of the Intelligence Community. b. To provide collection guidance (working with other Director of Central Intelligence standing committees) to (1) Intelligence Community collection organizations, and (2) all field reporters in the Combined Economic Reporting Program (CERP) on the economic information needs of the Executive Branch departments or agencies associated with the EIC. c. As circumstances require, to produce interdepartmental intelligence. d.
