1. Action Requested: That you approve the attached directive.
2. Background: This directive, which was first reviewed by the DDCI,
has been concurred in by the Chairman and the members of the Weapon and Space
Systems Intelligence Committee.
This directive will replace DCID No. 3/4, 18 May 1976, which is attached
for ready reference.
The only changes are in format and style.
