SUBJECT: DCID Review - DCID 1/3
In response to your memo of 4 February proposing recension of DCID 1/3, I
submit the following:
From the point of view of my experience as Chairman of the IHC, I have
found nothing in DCID 1/3 which has restricted or impeded in any way the
activities of our committee or myself as committee chairman. On the
other hand, I have found it to be a useful guide and supportive of what
I thought was necessary and proper in carrying out my duties. Therefore,
I would recommend its retention. From my perspective, I see little that
would be gained and some value to be lost by rescinding it. It appears to
me that it could easily be amended to conform to EO 12333 and other
structural changes in the organization of the Community. If not strictly
applicable to the activities of some committees, the language of the
first paragraph could be changed to make it clear that it is intended to
provide general guidance where applicable.
