Action Requested: That you approve the recommendation to rescind DCI Directive 1/3, 18 May 1976. 2. Background: This directive, "Committees of the Director of Central Intelligence," (attached) was promulgated in December 1974 in an effort to establish rules and procedures applicable to each and every Intelligence Community committee. The directive also provided for oversight of all the committees by the Deputy to the DCI for the Intelligence Community. The directive has been overtaken by events. o First, the DCI has delegated responsibility to the DDCI for providing general guidance to the committees and the IR&DC. o Second, there are differences in how the individual committees operate. For example, the CIPC has a charter which would not be appropriate for, say, COMIREX or the SIGINT Committee. o Third, in the process of reviewing the directives for the committees, the composition and organization section was tailored to fit each committee's functions. o Finally, all the Committee chairmen have concurred in my recommendation that DCID 1/3 be rescinded as superfluous and misleading. What happens to the designation of the committees as "DCI committees"? In my view, nothing. The role of the committees is to advise the DCI. Purpose The purpose of this directive is to standardize matters applicable to all committees established by Director of Central Intelligence Directives in support of the Director's Intelligence Community responsibilities. 2. Composition and organization a. Each committee will consist of a chairman designated by the Director of Central Intelligence and normally of designated representatives of the chiefs of the organizations which are members of the United States Intelligence Community, as defined in Section . e _ * -. The L/ committee chairman may invite a representative of the chief of any other organization having functions related to the national security to participate with the committee whenever matters within the purview of that organization are to be discussed. With approval of the Director of Central Intelligence, a committee chairman may grant associate membership to the representative of any non- Intelligence Community organization that has a continuing involvement with the work of the committee. b. Each committee will be supported as necessary by subcommittees, working groups, advisory groups or other supporting units as approved by the committee chairman or as provided in applicable DCIDs. The chairmen of supporting elements will be designated by the parent committee chairman. Membership on the subcommittees or other supporting elements of a committee need not be limited to member agencies of the committee but may be extended by the parent committee chairman to representation from other departments and agencies having related functional responsibilities or support capabilities. c. Each committee will have a secretariat to be Provided by the Central Intelligence Agency, or a full-time support staff to be manned by the various organizations of the Intelligence Community under arrangements approved by the DCI. 3. Rules of procedure a. Each committee shall meet upon the call of the chairman or at the request of any of its members. The committees and their subordinate groups will seek to reach decisions and recommendations by agreement. Statements of decisions and recommendations of the committee will be formulated by the chairman with consideration given to views of the member. At the request of a dissenting member, the chairman will refer the decision or recommendation along with the dissenting opinion or opinions to the appropriate higher authority. c. Each committee shall exercise primary responsibilities with respect to matters assigned to it as set forth in the DCID establishing the committee, and shall coordinate with other committees established by DCIDs in areas of joint or overlapping concern. d.
