SUBJECT: DCI Directives Review: Carts Before Horses Phase
1. Let me try to clarify some aspects of this exercise.
2. First, I am not writing or revising NSCID's or seeking any kind
of approval for such; I am not recommending the rescission of any NSCID's;
I do not believe that a DCID can supersede an NSCID. However, I have
written some memoranda which could lead one to conclude that I am doing
all these things. I have ceased and desisted.
3. Second, I have reviewed the original charge levied on me last
October. It was to see that the DCID's were reviewed in the light of
EO 12333 and also to arrive at a judgment about the impact of these
revisions on the NSCID series which dates from 1972. In the meantime,
I'll keep my thoughts about the broader directive structure to myself
until it is appropriate to broach them to you.
4. Third, the attached DDO memorandum is further proof of how
badly I have presented my case. Rather than respond to it in writin
suggest is a brief meeting with you two, John Stein, and
to get us back on the track and to keep me there.
5. I am contrite and request your guidance.

1. In your referenced memorandum you asked for DO
comments on three series of Director of Central Intelligence
Directives (DCID) applicable to DO activities. Our comments

2. We will keep you informed as the negotiations progress
between DoD and the DO. In turn, we would be interested in
early notification of any proposed changes to any of the other
series of NSCIDs and DCIDs which may affect the authorities
and responsibilities of the DCI and hence the DO, particularly
abroad, but also in the U.S.
