On 7 June the Director telephoned Carl Vinson to inform him of the written request by the Acting Chairman of the House Foreign Affairs Committee to appear before the Inter- American Affairs Subcommittee on communist penetration in South America and the incidents surrounding the Vice President's trip. Mr. Vinson indicated that he thought the Director should comply with this request. 2. The Director requested that I attempt to postpone this appearance until Wednesday or Thursday, the 11th or 12th of June. I telephoned Roy Bullock to inform him of this so that the appearance on Tuesday, 10 June, is definitely cancelled and he will advise whether 10:30 on the 12th is acceptable. 3. In telephone conversation with Hank Hoyt of the Department of State, he advised that Jose Figueres, the ex-President of Costa Rica, was to appear before the Inter-American Affairs Subcommittee on 9 June. In addition, Mr. Hoyt stated that Mr. Rubottom wanted the following information relayed to the DCI. In the appearance of Mr. Smith of ICA before the Passman subcommittee (Foreign Operations Subcommittee of House Appropriations Committee) the subject of the Communist Party activities in Bolivia was raised. It was hoped that the DCI would deal with this subject. WH will prepare an additional paragraph on Bolivia to appear in the statement. 4. Frank Wisner was to submit a further paragraph on Soviet methods and techniques in economic aid in Brazil. JOAN S.
