SUBJECT Search for Documents Requested by National
Defense University's Research Directorate
for Lt. Col. Alfred D. Wilhelm, Jr., U.S.
Army
1. Last Thursday, 17 November 1983, I left the original
of the enclosed letter from Colonel John E. Endicott, U.S. Air
Force, Director of the Research Directorate at the National
Defense University, with at your office. This is
to confirm the request I made to then that a DO search
be made for the documents noted in Colonel Endicott's letter,
so that Lieutenant Colonel Wilhelm may be given access to them
for his classified research on negotiations between the U.S.
and the Peoples' Republic of China, 1949-1978.
2. As we discussed in our telephone conversation about
this request a month or so ago, we are treating this in the
same manner as a request for access to CIA-originated documents
from one of the military historical offices. The National
Defense University has certified Colonel Wilhelm's TOP SECRET
clearance to us, and agreed to the terms of our enclosed "CIA
Records Access Policy."
3. When the documents in question have been found, we can
arrange for Colonel Wilhelm to examine them here in the History
Staff offices, or at your offices, whichever you prefer. In
any event, any notes he takes and any copies of documents he
requests will be submitted to you, so that you can decide
whether they can be released to him. Colonel Wilhelm and the
National Defense University understand that further CIA review
will be required before any classified material you may release
can be declassified, downgraded or published.
4. I should add that in early January 1984 Colonel
Wilhelm will be going to the Peoples' Republic of China to
interview senior officials who participated in the negotiations
in question, and he would therefore be especially grateful if
he could get access before then to these 1955-1967 cables.

Dear Dr. McDonald:
The Research Directorate of the National Defense University is sponsoring
a comparative study of diplomatic negotiations between the People's Republic
of China and the United States from 1949 to 1978. One of the case studies
concerns the negotiations conducted in Geneva and Warsaw from 1955-1967.
In order to facilitate the study, I request that Lieutenant Colonel
Alfred D. Wilhelm, Jr. be granted access to the cables from Geneva, Warsaw,
and Washington concerning the Sino-American talks in Geneva from 1955-19,57
and in Warsaw from 1958-1967. Lieutenant Colonel Wilhelm is a Senior
Research Fellow of the University. Additional information requested for
identification is as follows:
