SUBJECT Review and release of CIA documents
to Department of State for the
1961-1963 FRUS volume
1. Dr. Charles Sampson, a Department of State
historian, has requested CIA documents from the JFK
Library for his use in writing the 1961-1963 volume
in the Foreign Relations of the United States series.
2. While documents Nos. 7, 12B, 12C, 12D and
13A are marked as having been either partly or
entire)isanitized, we do not know whether these are
valid aeclassifications. In most cases (as you can
see) we did not receive the full sanitized documents,
and we pass them on to you just as we received them
from the JFK Library.
3. Dr. Sampson is familiar with the requirements
in CIA's "Access Policy Concerning Presidential
Libraries (revised 12 July 1977)" for CIA review
before any released material can be declassified,
downgraded, or published.
4~ I would appreciate it if you would return
these documents with your determination to DCI History
Staff, 316 Ames Building.
