I do want to thank you for alerting me to the "Inter- agency Agreement on Access for Official Agency Historians" of 20 February 1980, and for sending me a copy of it. As you suggested, I called NARS and talked with Ms Koucky, who explained and sent copies of the agreement and its proposed revisions. Meade, Maryland 20755 Enclosed you will find a State Department TOP SECRET EYES ONLY document, "The Cuban Crisis. 1962" by Frank Sieverts that selected in their research at the John F. Kennedy Library in September 1981. Although this is a State Department- originated document, the Kennedy Library sent it here for review, since it appears to be partly based on CIA infor- mation. Moreover, we understand that since both NSA and the State Department are signatories to the "Interagency Agreement on Access for Official Agency Historians" of 20 February 1980, this document needs no State Department review for the Kennedy Library to release it to NSA. Since CIA is not a signatory to this agreement we have had it reviewed here, and can now release it for your use in NSA's U.S. Cryptologic History program.. This-document, which is the last item from your September 4, 1981 Kennedy Library List, is subject to the usual caveats noted in "CIA Policy Concerning Presidential Libraries" (rev. 12 July 1977). There's precious little "CIA information" in the 54 page extract, and I fail to see what use the NSA historians plan to make of this, especially since there's no discernible NSA information. 2. As a quondam historian with a special interest in the Cuban missile crisis, may I say that Mr. Siavert's account reflects his own role in this incident, a peripheral participant. 3. In any event, if the NSA guys want it, I see no reason to withhold it. Although this is a State Department- originated document, the Kennedy Library has sent it here for review, since it is based on CIA information. Moreover, since both NSA and the State Department are signatories to the "Inter- agency Agreement on Access for Official Agency Historians" of 20 February 1980 (copy enclosed), this document needs no State Department review for the Kennedy Library to release it to NSA. CIA, however, is not a signatory to this agreement, and the Kennedy Library has therefore submitted this document to be reviewed here for possible release to the NSA History Program. 3. In these circumstances I would be grateful if you would review this document from your ecumenical vantage point, to determine whether it can be released to these NSA historians. The document should then be returned to us here (DCI/HS, 316 Ames Bldg.). 4. Messrs. are familiar with the caveats in CIA's policy concerning access and review that must be observed before any released material can be downgraded, declassified or published.
