MEMORANDUM FOR THE RECORD
SUBJECT: Obvious "opening by mistake" of highly
classified material addressed to History
Staff, CIA.
1. A package was delivered from the JFK
Library to the CIA History Staff 7 January 1981
with a pink courier's receipt attached; it was duly
signed and returned to sender.
2. On atp opening the outskde envelope, the ?x$xda
inside envelope had a note attached stating "FYI.
opened by mistake by pouch room OG/PCDI/Hgs". The
contents had obviously been rearranged (Or not in
order according to the library listing enclosed with
the documents.)
3. Upon checking each document and page Cwith
the listing) , it was discovered there were\no documents
missing; however, the fact that w hen this envelope left
the JFK Library it had been directed specifically to
Historical Office, Central Intel-
ligence Agency, Vitas ington, D. C. and should\ notehave
been opened by anyone other than the addressee.
4. Attached are copies of the address on the
inside envelopq, and also the note by OG/PCDI Hqs.
