The CENTRAL INTELLIGENCE BULLETIN is produced by the
Director of Central Intelligence to meet his responsibilities for providing
current intelligence bearing on issues of national security to the President,
the National Security Council, and other senior government officials. It
is produced in consultation with the Departments of State and Defense.
When, because of the time factor, adequate consultation with the depart-
ment of primary concern is not feasible, items or portions thereof are pro-
duced by CIA and marked with an asterisk.
Interpretations of intelligence information in this publication represent
immediate and preliminary views which are subject to modification in the
light of further information and more complete analysis.
Certain intelligence items in this publication may be designated specifically
for no further dissemination. Other intelligence items may be disseminated

*Korea: Pyongyang is playing up the "confession"
of a second officer in the Pueblo's complement.
The "confession" was read over Pyongyang radio
yesterday by a voice purported to be that of Lt. Stephen
Robert Harris. The voice expressed contriteness for
carrying out a military intelligence mission for the "US
National Security Council and the US Command in Japan."
The speaker said that, if released, he promised to de-
sist from such activities and work against the "US policy
of aggression."
The broadcast broke two days of relative silence
by Pyongyang concerning the Pueblo incident. The hiatus
possibly was intended to give the Harris "confession"
greater impact.
In Seoul, initial official and public reaction to dis-
cussion of the Pueblo incident at Panmunjom appears to
combine grudging acceptance with skepticism that much
will be achieved.

An unidentified Soviet vessel
was ap-
proximately 85 miles south of Vladivostok on 1 February
possibly preparing for deployment. The ship may be
headed for the southern Sea of Japan to relieve one of the
two Soviet intelligence ships already there.
