This is in response to your memorandum to me dated
November 20, 1979.
You should proceed expeditiously with all the necessary
operations to obtain the rescue. Please indicate to me
what the magnitude of possible expenses involved might
be. In the event that any actual operations are initiated,
they will be undertaken pursuant to an exercise of powers
by the President under the War Powers Resolution. (S)
