Antonio Garcia Moreno, Latin American representative for the World Federation of Trade Unions (WFTU), during a-conversation in late June 1967 cn the question of the then approaching plebiscite in Puerto Rico, remarked that the ideas of the adherents of the .:IFTU/Soviet line cla.shed with those of the Cubans on implementation of the struggle for 'the complete indepenhehce of Puerto Rico. The Cubans insistcd on il.x.sd revolution but the Soviets, while basically concurring in T.:4e need for violent means; believed that condition had to be favorable for such action before it could be undertaken. The Soviets urged reorganization of the Puerto Rican Labor Movement under the aegis of the Confederation of Independent Puerto Rican Labor Unions to serve as the base for any future struggle. 2, Garcia Merano, however, also remarked that WYTU/Soviet circles did approve ss,, aspects f r.s. current Cuban tactics, namely the unity of action betAqeen J3 leader Stokely Carmichael, described as the president of the Student Non-Violent Coordinating Committee,- and Juan Mari.
