SUBJECT: Ghana Conference of Negro Women
In response to your telephonic request concerning the item
entitled "Women's Commission Established" in the August 17 issue of the
FBI Current Intelligence Analysis, the following information is furnished.
The Ghana Conference of Negro Women was followed closely by this

None of the 26 delegates from the United States had
any official U. S. Government sponsorship. As the FBI report points
out, approximately 18 of the 26 delegates from the United States were
under the influence of the United States Communist Party. Shirley
Dubois, the wife of a well-known American Negro communist, was the
leader of this communist-oriented group.
During the conference, this leftist group, under Mrs. Dubois'
leadership, did in fact try to sponsor certain anti-United States
resolutions such as one identifying the United States with the apartheid
policy of the Union of South Africa. The smaller group of eight U. S.
representatives were extremely active in
opposition to the efforts of the communist-oriented delegates and were
completely successful in persuading the conference not to pass any
resolutions which were anti-United States in nature. In the final analysis,
the resolutions passed by the conference were the usual rather sterile
type of resolutions advocating the settlement of differences in Algeria by
negotiation, more technical assistance to Africa, settlement of the Congo
situation through the auspices of the United Nations, and a declaration of
solidarity with the struggle for freedom and equality for all citizens of
the United States regardless of race, creed or color.

It is the general consensus of those who followed the conference
closely that the smaller group of loyal U. S. citizens clearly won a
victory over the communist influenced group. It might also be of
interest to note that eight of the 18 communist influenced delegates were
offered by the Soviet Government, and accepted, an all-expense paid
visit to the U.S.S.R. at the conclusion of t conference.
