Thanks for reaching out. Copied below is AR 10-18 that spells out the Agency's guidelines for (b)(6)
contact with the press. The bottom line is that all contact with the press needs to go through OPA in
advance.
1. OPA is the focal point for all Agency contacts, whether official or unofficial, with
media representatives, except for media requests made to the Agency under provisions
of the Freedom of Information Act.
2. Agency employees contacted directly by a media representatives will refer the caller to
OPA. Only the Director of the Central Intelligence Agency (DICTA), Deputy Director
of the Central Intelligence Agency (DD/CIA), Executive Director (EXDIR), or the
D/OPA are authorized to respond to media queries directly or to delegate this authority
to other Agency officials.
3. All official responses to inquiries from media representatives will be made by OPA or
by individuals authorized to do so by OPA.

Good afternoon,
There has been a lot in the media about Saturday's visit to the Agency, the remarks made, and the
perceived reception of those remarks by CIA and IC members. What can we as citizens and agency
employees (if anything) say about our opinions on this? For overt employees, are we able to make
some kind of public remark if it is approved by OPA and PRB?
