During the course of this interview, Mr. Wbolston-Smith identified himself as a representative of the Canadian Intelligence Service and a security Officer of the International Student's Center at Harvard University. Mx. Wbolston-Smith gave evidence of professional knowledge and experience in the realm of investigative- security-intelligence activities. As a result of the aforementioned information, a file was established on Mr. Woolston-Smith with a request to conduct a discreet, limited investigation in order to determine his connection with the Canadian Intelligence Service (CIS) and to establish his reliability and credibility. During the 1955 investigation of Mr. Wbolston-Smith that was conducted in the Boston, Massachusetts area by this Agency, several informants reported that at various times Mr. Woolston-Smith had indirectly intimated that he worked with Canadian Intelligence and also associated with Scotland Yard, however, no infor- mation was developed to substantiate his claims. It was also disclosed that Mr. Woolston-Smith was known by police sources in the greater Boston, Massachusetts area as .a "screwball", a "nut", a "phoney", and a "nuisance." In 1956, Mr. Wbolston-Smith came to the attention of the Federal Bureau of Inves- tigation after having approached the New York Office of the Immigration and Naturalization Service alleging to be a security operative for the Canadian Government. The subsequent investigation conducted by the Bureau determined through liaison with Canadian authorities that Mr. Woolston-Smith had in fact misrepresented himself as an intelligence operative. On 3 October 1972, the Federal Bureau of Investigation requested name traces on Mr. A. J. Wbolston-Smith. The Director of Security replied by memorandum on k October 1972. Records of the Office of Security and the Operations Directorate were rechecked (W(1) on 25 January 1974, and it was reconfirmed that this Agency has had no contact (b)(3) with Mr. Woolaton-Smith since December 1954. .
