(U) Please join me and the rest of the senior leadership team in welcoming remarkably talented officers into the
Senior Intelligence Service (SIS). Having proven themselves as effective leaders, problem-solvers, mentors, and team
players, each has earned a place on our Agency's leadership team as an executive manager or expert. They will apply
their intelligence acumen, leadership attributes, and tradecraft excellence to creatively advance our global mission; they
will drive to make this Agency more integrated, inclusive, collaborative and diverse, and therefore a more capable
intelligence service.

(U) This year, for the first time, all GS-15 officers had the opportunity, through the petition for promotion process, to
highlight their qualifications directly to promotion evaluation panels. Our senior leadership team found the petitions to
be very valuable.
