Gifts from foreign governments exceeding the current minimal value of $335 USD, legally
becomes property of the US at the moment of acceptance by an employee. These gifts must be
deposited with the C/Protocol, D/CIA, and will be held for official use or transmitted in a
secure manner to the Administrator of General Services for appropriate disposition. Should it
be determined to transport the gift to the Administrator of General Services, an official cable
should be submitted. The Report of Foreign Gift over Minimum Value (Form 4144) must also
accompany the gift.

) (U Gifts from foreign governments of more
than minimal value as established by the General Service Administration (GSA), legally
become property of the U.S. at the moment of acceptance by an employee or employee's
spouse or dependent. The current minimal value established by GSA can be found on the
OGC website via CIALink by viewing Gift Restrictions under the Ethics tab. Employees
are required to submit Form 4144, Report of Foreign Gifts Over Minimum Value, within
30 days, to the Chief of Protocol, D/CIA. Employees will retain possession of the gift at
their duty station until notified by the Office of Protocol of the annual appraisal date.

This limitation does not restrict the receipt of travel, lodging, or food that exceeds the minimal
threshold amount.
(U) MINIMAL VALUE GIFTS. Minimal value gifts from foreign governments may be
accepted and retained by employees, their spouses, and dependents if approved by the
appropriate Director, Head of Independent Office or designee, who will review the cover
