SUBJECT: Letter from Mr. Gordon Novel dated
3 April 1979 to Mr. Howard Osborn
1. The attached letter from Gordon Novel to Howard Osborn,
former CIA Director of Security, has been reviewed by the CIA
.Office of General Counsel. It is the opinion of the Office
of General Counsel that the letter contains a threat of
blackmail on Novel's part and they have recommended that
the matter be referred to the Federal Bureau of Investigation
for consideration of further investigation and possible
prosecution.
2. The memorandum from the Office of General Counsel
dated 19 April 1979, which provides background on
Mr. Gordon Novel and his civil suit entitled Novel vs.
Louisiana Expo, Inc., wherein Mr. Howard J. Osborn was
named as a defendant, is also enclosed for your information.
