ISRAEL-LEBANON: Mopping Up in West Beiru
Israeli forces have consolidated their hold on West Beirut and
are now rounding up suspected terrorists and conducting searches for
weapons. Camille Shamun has announced his candidacy for president
in opposition to Amin Jumayyil.
Resistance to the Israeli advance into West Beirut
had all but ceased by noon yesterday. Israeli forces had
attacked and seized Murabitun headquarters, but sporadic
firing was still occurring last night.
Israeli forces have declared a curfew and are order-
(.14 ing residents of certain neighborhoods to leave their
homes while troops conduct house-to-house searches.
c" There are reports that Israel is detaining suspected
Palestinian terrorists.
Uniformed Phalangist militiamen entered the Shatila
refugee camp yesterday and reportedly were taking away
groups of young men. Israeli forces have surrounded the
camps since Wednesday but have not entered th

Comment: Israeli troops have nearly completed dis-
arming the leftist militias, but they probably will require
several more days to find and remove the weapons caches
throughout the city. In the meantime, they will continue
yto take casualties from sporadic sniper fire. Tel Aviv
almost certainly will decide for itself at what point to
implement its stated intention to turn control over to
Lebanese forces.

Phalange militiamen could not have entered the
Shatila camp without Israeli concurrence. After having
given assurances that its troops would not enter the camps,
Tel Aviv probably wanted a Lebanese force that could be
trusted to search them thoroughly for weapons and PLO
members.
Lebanese Presidency
The candidacy of former President Camille Shamun,
announced by his National Liberal Party yesterday, will
complicate the process of selecting a successor to Presi-
dent Sarkis.

/ v If no successor is selected before President Sarkis'
term expires on Thursday, he is likely to dismiss the
government and appoint a Christian prime minister who
would act as head of state until a president is elected.
