0 LEBANON-UN: Security Council Consultations
Pressure is mounting in the UN Security Council to encourage
wider participation in the Middle East peace process as Jordan
assumes the presidency of the Council for October.
Consultations have begun in the Security Council to
respond to the General Assembly's call for an investi-
gation of the massacre in Beirut. Jordan has proposed
that some prominent individual lead an investigation

UN Secretary General Perez de Cuellar has recommended
consideration of special Security Council negotiations
on the Middle East.
Comment: There is widespread support for an investi-
gation of the massacre but only on conditions acceptable
to Lebanon. The Security Council probably will find an
acceptable formula that does not provide for an on-site
visit.
The Security Council is unlikely to engage in serious
negotiations on the Middle East. It will provide a
forum for the various sides to elaborate their proposals
and to urge the US to use its leverage on Israel to
withdraw from Lebanon.
