C SEeRET RAFT MEMORANDUM FOR: National Foreign Intelligence Board Principals SUBJECT: Counterterrorist Center's (CTC) Interagency Role 1. The DCI's Counterterrorist Center (CTC) was created to centralize the intelligence resources engaged in the counterterrorist effort. As in the case of the Counternarcotics Center, the CTC has important Community responsibilities. I am strengthening this aspect of CTC's mission by designating its Chief as Special Assistant to the DCI for Counterterrorism, and by assigning the Center tasks which were formerly the province of the National Intelligence Officer for Counterterrorism (NI/CT), a position I have decided to abolish. The effective date of this change is 1 August 1989. 2. Because CTC is at the heart of the information flow, I believe strengthening its Community support role will improve efficiency, benefit all involved agencies, and strengthen our collective performance in this vital area. Turco DO/Chief of Operations for Counterterrorism SUBJECT: Community Coordination Group REFERENCE: Memorandum from the DCI to NFIB of 18 July 1989 (This is how we plan to carry out these responsibilities should the Director sign this memorandum. We will convey this to the Community if it meets with your approval.) 1. To accommodate the transfer of additional Intelligence Community functions to the Counterterrorist Center as spelled out in the DCI's July memorandum to NFIB, I am creating the Community Coordination Group. The Group will be headed by a senior officer from the Intelligence Community, assisted by a staff of four persons. The Group will be responsible for developing a strategy to address the intelligence needs of government agencies engaged in counterterrorist business. 2. The Chief of the Community Coordination Group will serve as Chairman, Interagency Intelligence Committee on Terrorism (IICT), and will manage the National Counterterrorist Threat Warning System. The Community Coordination Group will be organized to maintain the Community DESIST and FLASHBOARD information dissemination and handling systems, and provide management for follow on systems. 3. The position of Chief is not yet filled. Intelligence Community agencies are encouraged to submit the names of candidates for an SIS position. Names can be forwarded to my Deputy, who will be responsible for fulfilling these responsibilities pending selection of a Chief of the Community Coordination Group.
