1. To review the bidding, Ted Price and I
have called on both Buck Revell and Peter Burleigh --
Doug Mulholland is on vacation. Our general pitch has been
that Director Casey set up the CT and CI NIO accounts to get
things started; he intended to cancel them once the community
became active. That has now happened. In addition, both NIO
accounts suffer from being cut off from operational information.
Merging all NIO functions except estimate writing into the
Centers will reunite the community representative with
operational information to the advantage of both.
(b)(3) 2. Price explained to both Revell and Burleigh
(b)(6) how they plan to staff the new function; namely, with slots
transferred from the NIC. The Community representative in each
Center would be a senior SIS officer and he or she would be
supported by a small staff. State was invited to supply an
officer for the CT Center.
3. Revell appeared supportive and asked only a few
questions. Burleigh's counterterrorism people were initially
reluctant, but seemed somewhat molified when they heard that
sizable community elements would be set up in the Centers using
slots transfered from the NIC. Burleigh will convey the sense
of the meeting to Mulholland and I urged him to ask Mulholland
to call Fritz if he had any questions. He almost certainly
does.

4. I also talked to Bill Studeman on the phone and
explained the change in the names of the Centers and in the
titles of their Chiefs. He was supportive on both accounts and
seemed to feel that the main problem had been solved. Fritz
has an appointment to meet with him on Wednesday accompanied by
Price (I will be on leave). I also talked to
Soyster's Executive Officer and an appointment has been set up
for 7 September (the earliest we can get on Soyster's calendar).
5. I suspect that in the end all will be supportive except
Mulholland. His problem is keeping INR in the Counterterrorism
and Counterintelligence game. In the former he competes with
Bushby who I'm told runs circles around INR; and in the latter
State does not really play at all in the interagency arena.
Therefore anything we can do to show Mulholland that INR will
gain in the new arrangements will probably soften his
objections. In any case, I believe we have gone too far to
back down or stop. One agency should not be allowed to block a
move that makes good sense for everyone else.
