Any investigation regarding all others being targeted with these known patented weapons or any unknown. A list of all those being targeted with these direct energy weapons that are illegal and unethical. [You] want a list of all entities that possess, use or have access to the weapons and the information stored. A list of names of active and inactive agents working in [You] want an immediate cease and desist and no more illegal activities or actions including the use of direct energy weapons technology and domestic terrorism against the American people. [You] want all documentation regarding human experimentation regarding direct energy weapons technology in all forms including biomedical. We have assigned your request the reference number above. Please use this number when corresponding so that we can identify it easily. Please note, the mission of the Central Intelligence Agency is primarily concerned with foreign intelligence -- not domestic -- matters. Section 103 (d)(1) of the National Security Act, as amended, specifically provides that "the Agency shall have no police, subpoena, law-enforcement powers, or internal security functions." Executive Order 12333, which regulates the conduct of intelligence activities in the United States and elsewhere, provides that the responsibility for domestic intelligence collection is generally within the province of the Federal Bureau of Investigation. A very limited exception to the Order is provided that permits other agencies within the Intelligence Community to collect significant foreign intelligence and counterintelligence, provided that no such effort shall be undertaken for the purpose of acquiring information about the domestic activities of United States persons. Therefore, we must decline to process your request.
